• This emergency amendment wont make a hill of beans difference, it is nothing ore than a last gasp effort to put the genie back in the bottle. As it stands right now medical marijuana patients cannot be charged with transporting up to an ounce if they are in possession of a valid medical marijuana permit. Care givers of medical marijuana patients enjoy the same protections under California prop 215. Basically they can outlaw delivery services all they want but they cannot outlaw a patient or caregiver transporting medical marijuana for themselves or for the patient they are a caregiver for. Dispensaries and collectives qualify as caregivers. Besides, how much of transportation do they really hope to eliminate considering that is how many black market dealers have done business for decades already. No worries from me, I know it is business as usual no matter if LA passes this amendment or not.

• Huizar doesn't understand that you can't ban private collectives from operating. The term "delivery service" is a misnomer in that it describes but one function of a collective. There is no legal definition of a collective except that it is a membership based organization or a club. The members themselves decide how the marijuana is distributed amongst themselves. No one else can tell them how to run their collective as it is a private group. Huizar doesn't get it. You can't ban a "delivery service" that is like telling all the collective members they can't drive! Absurd!

• What makes the city council think they can ban delivery services? Our service is a collective cultivation association between patients and caregivers. For patients to get their medicine they either have to: A) go get it from a store B) get it brought to them There's really no other way to do it. I can understand a judge saying that shutting down a lot of shops still leaves some options for patients but I don't see how they can say banning delivery services won't stop immobile patients from accessing their medicine.

If you think that the product will no longer be produced or sold, that the people involved will simply find other careers or work you are delusional. They will move underground and either return to or join the black market. Why the council wants to force delivery services to be unemployed or take their chances with operating illegally is a mystery. The need for the product is there, the need to earn a living is there, the risk of being caught relatively low. There will be delivery going on only now the city will have less control and no revenue. Cowards and fools. What is the point of treating cannabis in ways no other product is forced to deal with? Habit?
