Jerry Brown Redevelopment Alert: Wealthy Eli Broad Gets $52 Million for a Garage; the Entirety of South L.A. Gets $32 Million

In a move that California Gov. Jerry Brown might see as L.A.'s "let them eat cake" moment, the city's Community Redevelopment Agency has set aside $5.5 million in public help for Watts -- yet earmarked $52 million for a garage for Eli Broad's museum.

Broad's proposed museum in the L.A. Civic Center, which will house his foundation's art collection and Broad Foundation offices, will get a parking garage, fancy plaza and glitzy sidewalks, all financed with Community Redevelopment Agency (CRA) funds. No word from L.A. redevelopment czar Christine Essel or Mayor Antonio Villaraigosa on how this would fight neglect, poverty and blight.

But check out how little they spend on actual blight and poverty in L.A.:

Los Angeles city officials released a list of their 275 supposedly must-have "redevelopment" projects, which can be downloaded here.

The list shows:

- All of South Los Angeles, population 550,000, where unemployment among young minorities is said to exceed 30 percent, would get just $32 million from the CRA -- $20 million less than Broad would get for his garage.

- More than $1 in every $10 of the nearly $1 billion in "redevelopment" money controlled by Los Angeles is to be spent in pursuit of Eli Broad's dream of glitzing up the Civic Center's Grand Avenue area (which is neither poor or blighted) with luxury condos, a luxury hotel, and his architecturally stunning museum.

- Watts, devastated by the recession, would get only $5.5 million from the CRA, compared to $102 million for the Grand Avenue luxury project and Broad's museum.

Kinda takes the "community" out of Community Redevelopment Agency, doesn't it?

Jerry Brown's state budget plan would close down all CRAs statewide, using the $5 billion they control for essential local government services.

In L.A., which sits on nearly $1 billion of that, Brown is expected to earmark much of it to buttress badly slashed Los Angeles County health care and welfare help for the poor and working poor.

Essel and Villaraigosa insist the money is far better spent on private development.

The city's CRA board has asked the City Council to squirrel away the nearly $1 billion -- the figure is actually $930 million -- in a "non-profit" so Brown can't get his hands on it.

What if Gov. Brown does get the money?

In the State of California's hands, Eli Broad's $52 million could pay for health insurance for 52,000 California children who do not qualify for Medi-Cal.

Run that math past a parent who doesn't have insurance for a sick kid.

And Jerry Brown isn't backing down. He's instead saying that Los Angeles can't afford what its City Hall leaders want to build.

After a meeting in Sacramento yesterday (January 26) between Brown and angry mayors including Villaraigosa, Brown seemed pissed. He declared at a press conference that "The money is not there" any longer, for California mayors and city councils to subsidize private development.

Also yesterday, the Los Angeles City Council stepped back from the brink, delaying for about two weeks its vote on whether to shift the $930 billion in public funds to a non-profit to keep it out of Brown's hands.

A controversial rule governs how money can be spent by CRAs. That rule explains why Eli Broad's garage can get $20 million more for "redevelopment" than all of South Los Angeles combined.

The rule requires, almost without exception, that new property taxes generated by a CRA-financed development be spent in the same "redevelopment area."

This rule has led to a spiral of low amounts of public investment in impoverished Watts and South L.A., where redevelopment is limited to a few modest commercial zones. It has had the opposite effect in downtown L.A., which bristles with upscale redevelopment projects and more to come.

The 275-project list also raises questions about why redevelopment funds are being set aside for the long-delayed Grand Avenue project "The Grand."

The Grand's hotel, luxury shops and millionaire town homes may never be built.

Eli Broad successfully pushed for big city and county subsidies for The Grand. But the project -- which LA Weekly has shown doesn't pencil out without massive public subsidies (see links below) -- has been on hold for years.

The Grand can't get financing despite its subsidies because L.A.'s real estate market is awful, and L.A. -- with its city government teetering on going broke, and its 13 percent to 15 percent unemployment -- isn't a place where banks lend money to controversial big projects.

Eli Broad doesn't own The Grand, but it's his baby all the same. And in a neat package, his Broad Collection museum would open practically next door.

This is so frustrating.  We need stronger community voices in our south and central LA neighborhoods.  Why is that agencies that sound so good like CRA do so little for the areas that need it?  We can do better.

There are so many deep, huge potholes on the streets and alleys surrounding my home, that I feel as though I live in a 3rd world country... except that we pave the roads of 3rd world countries. I've called street services a few times = no response to date! There is virtually no parking in my neighborhood. The city is mired in council meetings and law suits as groups try to prevent more businesses and restaurants from opening because of the lack of parking structures. We are in need of several parking structures in L.A., but I was told by my councilman, Paul Koretz, that there is just no money. Councilman Koretz - it appears there is money - it's just allocated to the wrong venue. Fix the infrastructure of our city before adding more!! You paved paradise - now put in some damn parking lots!

Your are so right. A few days ago while trying to dodge one pot hole, I went into another - the tire was ripped to shreds, the fender was damaged was the hole was so deep and I needed a new strut.

When I got out of my car to see what happened, I saw debris all over the road -- not from my car but from other unlucky people -- hubcaps, trim, broker glass. Then a flat bed arrived and took away a Mercedes which was undriveable.

Meanwhile the CRA has stolen about $1.5 Billion of property tax dollars in the last 8 to 10 years, and Prop 22, which the city council supported, will give the CRA 20% more tax dollars next year. Angelenos have rotten roads, closed libraries, reduced fire services because so much tax money is diverted to the pockets of Billionaires -- like the $52 M gift to Eli Board so he can have a parking structure next to his art museum.

Good job Tibby and Jill. Important that you mentioned that downtown has received several billion over the years in tax increments. Look at the state controllers annual reports for redevelopment. You can parse out how much each redevelopment district has received on a year by year basis. Then look at which agencies are located in which Supervisor's districts. The imbalance you noticed between downtown and South Central in one year is even greater when projected over several decades.

But it's not just a matter of fiscal irresponsibility and crass injustice. Allowing redevelopment to privatize a branch of government for the benefit of the developer class also erodes local democratic institutions.

It is not only the other areas which lose. CRA tax dollars do not benefit the areas where they are generated. They are used to help developers -- they are gifts of cash to developers. Look at 1601 N Vine. CRA bought it 2006 for $5.45 M and now wants to sell it back to the seller for only $825,000. The developer has not had to pay one cent in property taxes on $5.45 M property nor has he had to pay any interest on his loan since the CRA has been holding it for him.

I suggest that any CRA project which is not sold or rented after 6 months has to be donated to a homeless person/family for one year rent free. The w hotel condos have oodles of empty apartments build with the help of CRA tax dollars so let's help the homeless with apartments which have already been built with city money.

Here is a comment on a similar thing which is happening in Marina del Rey. In this case it involves a developer who has such clout that he got HUD to insure a $125 million non - recourse loan to fund the largest project HUD has underwritten in Los Angeles. It didn't seem to matter that the developer had a Non Discharged bankruptcy. Non Discharged means that the judge felt the developer did not make a good faith effort to pay off his creditors. They are very rare. How many veterans could get mortgages from $125 million? How many non bankrupt homeowners could keep their homes with non-recourse loans out of the $125 million dollars?

Gee, where the typical touting of the wonderful Subway? Whenever Angelenos complain that CRA is building more and more high rises without adequate parking, the City always says, There's subway." Of course that is nonsense since the subway goes almost nowhere threat people want. It does not matter if you live on top of subway, when its covers about 10% of the City.

But when the richy-loos want their limos to take them to an art museum where Trust Fund Baby Eric Garcetti will sip cock tails and collect campaign donations, then the City must build a parking garage for the millionaires and billionaires.

It is a disgrace that someone like Eli Broad would steal money from the poor people in order to aggrandize himself. It's a shanda for Eli to construct his yichus on the backs of the taxpayers

Jerry Brown already has some pretty big "guns" - He is already wining by shinning a spotlight on a normally covert agency. Many people never heard of the CRA (CIA?) or as its known inside as "The Agency" or by other City Departments as "The Godfather"

Redevelopment agencies across the State hate the Sunshine because it exposes them. Instead of being on their best behavior, City Councils/Redevelopment Agencies (sometimes one in the same) are scrambling to grab all the cash negating any open process of public discourse and attempting to convey and lock in funds like little spoiled children.

The problem is that these funds are public (State Taxpayer and State Redevelopment Project Area Bond proceeds). This is serious business folks.

Now let's see if Attorney General Kamiliah Harris can get out of Campaign mode and remember who she serves. Ms. Harris please order an injunction and launch an investigation of the legality of what the largest Agency, the Godfather of all Redevelopment, CRA/LA is doing.

An injunction must be made against all of California's 425 Redeveopment agencies to halt entering into a financial obligations because these agencies are in collusion to cirumvent thebuget process by the people's representatives in Sacramento - They made no secret of it.

If the AG can't do that, then we will call in the FBI because they are already in Los Angeles investigating a housing project in CD-13.

PLEASE PLEASE PLEASE GOV BROWN, PLEASE INTERCEPT THAT $930 Million that's in the CRA's hands in LA. I had no idea that LA City Gov't and LA's CRA are soo corrupt and irresponsible until I read this article. Clearly, they don't care about the poor unemployed, the middle-class unemployed, the homeless, and the millions of uninsured kids and adults in LA County. HOW CAN GOVT FATHOM SPENDING ONLY $5.5 MILL IN VERY POOR WATTS, ONLY $32 MILL IN ALL OF SOUTH LA, BUT $52 MILL TOWARD SUPER-RICH ELI BROAD'S MUSEUM GARAGE. Not to mention how many millions of dollars that were possibly previously committed to Broad's project. BROAD IS ABLE TO PAY EVERY DOLLAR NEEDED FOR THE ENTIRE CIVIC CENTER PROJECT WHICH INCLUDES HIS MUSEUM. Also, "The Grand" needs to be cancelled indefinitely; we don't need more luxury condos, hotel rooms, and shops. We have plenty of them available for sale downtown, high non-occupancy rates, and struggling to make it.

CRA funds are supposed to be spent to revitalize blighted areas. The rule requiring that the "tax increment" generated by a CRA project be spent in the same "redevelopment area" has the effect of giving a huge advantage to those who are first to the trough. Not only are their projects subsidized, but there is a de facto guarantee that the subsidies will keep coming to their area, while at the same time starving the rest of the city by confiscating money that would otherwise have gone to the general fund.
