Family Of Late Teen Sasha Rodriguez Files $5 Million Claim Against City, County For Allowing Electric Daisy Carnival Rave To Happen

The family of a 15-year-old girl who died after attending a rave on ecstasy has filed a $5 million claim against the city and county of Los Angeles. June's Electric Daisy Carnival was held at the publicly owned Los Angeles Coliseum, which is run jointly by the city, county and state.

Copies of the claims were distributed to media over the holiday weekend, just as the annual Together As One rave at a sister venue, the L.A. Sports Arena, was underway.

Both properties are run by the public Coliseum Commission, which has voted to allow raves to go on at the venues despite Sasha Rodriguez's death and evidence that about one ecstasy related death per year happens at megaraves held at both places.

As we reported, the commission has allowed raves to happen despite evidence of consistent drug-related hospitalizations and deaths. Some commissioners have argued that they know young people do drugs at the events but that they're safer under the watchful eye of police and medical personnel at the Coliseum and Convention Center than they would be at "underground" parties.

We reported, however, that reports of deaths and hospitalizations stemming from smaller events are rare and that the large happenings seem to attract a rare level of gung-ho partying.

The suit claims that the Coliseum and Sports Arena make about 28 percent of their annual revenue from the four-times-a-year parties.

According to an attachment to the claim:

"[The Coliseum Commission] knew, or should have known, that the Rave would attract, promote, encourage, facilitate and enable wide-spread illegal and illicit activity including, but not limited to, the possession, sale and consumption of illicit drugs including, but not limited to 3, 4-methylenedioxymethamphetamine ["MDMA" or "Ecstasy"] and alcohol which endangered the health, safety and well-being of all persons attending the Rave.

"LAMCC knew, or should have known, that the Rave would attract minors under the age of majority and recognized that a minimum age attendance requirement was necessary, yet it failed to enforce such minimum age attendance requirement."

Electric Daisy Carnival, a two-day rave June 25 and 26, attracted 160,000 revelers and was the source of 226 medical emergencies and 60 mostly drug-related arrests. It was supposed to be 16-and-up, but a source told the Weekly ID's weren't checked.

Political uproar followed Rodriguez's subsequent death-by-ecstasy, and the commission made a faux move, shutting down parties in theory, but letting ones that already had contracts go forward. That effectively meant that will the body got headlines stating it had stopped raves, it really had not.

Then, in November, the commission voted to allow the parties to happen, but with caveats that included a strict 18-and-older policy, more security and more medical personnel.

Interestingly, we received at least one report of IDs not being checked at Friday's TAO event, despite the new rules. A party-goer posted on a rave site that the venue's lines got so long that personnel stopped checking IDs.

The claim contends that the commission should have known long before Rodriguez's death that underage people were getting in and causing some havoc. After all, the parties had been happening at the Coliseum and Sports arena, with previous deaths and hospitalizations on the record, for 15 years (with 41 events on the books).

The attachments states that EDC:

" ... Attracted, promoted, encouraged, facilitated and enabled wide-spread and illegal activity including, but not limited to, the possession, sale and consumption of illicit drugs and alcohol which endangered the health, safety and well-being of all attendees."

Together As One saw 17 hospitalizations, 62 medical emergencies and 25 arrests. Last year's TAO saw 18 hospitalizations, mostly for drug overdoses.

The claim, if denied, could be a prelude to a lawsuit.

Interestingly, the promoter of EDC (and co-promoter of TAO), Insomniac Events (whose slogan is "Wide Awake Since 1993"), has filed a claim against the city of L.A. because it canceled a scheduled Halloween rave at the L.A. Convention Center following the EDC fallout.

Please what kind of parents let their kid go to a rave. At any raves there will always be all kinds of harder drugs. People like to hallucinate and trip out while looking at all the lights and people dancing. Its not the cities fault that you allowed your kid to go to this. Its your fault. Its sad that she got a water bottle with E in it. It shows that kids that age shouldnt go and you don't accept drinks from other people. Just like bars. Its complete negligence to send any 15 year old to a rave. If you wanted her safe, you would have gotten your ass off the couch and taken your daughter yourself to the rave. Atleast you know she is safe and you know what is okay. But oh know since we are ignorant, we have to sue LA county for your dumbass kid. >.<

The parents were clearly negligent when allowing their 15yo child to go to one of these events, and the fact that their child was foolish enough to take such a powerful drug raises questions of the parents ability to govern and guide their child to make wise decisions. The headline should read "Parents Blame the State for Their Own Bad Parenting".... It is not up to the state to watch every single person at every event everywhere, that is reminiscent of Orwell's 1984 (For Our Own Good).

Although I do believe this is a tragic story of a teen who took a stupid risk and paid the price for making the wrong decision. Our society never seems to remember that individual responsibility for one's own actions is an important lesson to teach young and old alike; otherwise we may be as foolish and careless as we please without having the forethought of the consequences.

First of all, I do not believe that it is the parent's fault, nor the city's, nor the promoter's fault for this death. Come on guys, we have all done it before, we tell our parents we are going to spend the night at such-n-such's house, then we go somewhere we shouldn't be going- it's called being a teenager. Second of all, Raves are supposed to be a place where music, people, and culture can come together and celebrate and have fun. I guess you can compare it to Woodstock in the 60's or something. So with that, obvioulsy comes drugs into the scene- there is nothing to be done about that. People are going to get it in, sell it, do it, no matter how many policemen there are there- they will find a way. It starts getting bad and out of control when YOU are not in control. This girl was only 15! You don't know hardly anything at 15! Consequences- out the door. So I belive that is what happened to her. Her and her friends were young and dumb and were under the influence of all the hype at the Rave. I also heard that she drank water which had liquid X in it. Even though it is expensive as hell for the amount of water that you need at these events- and she probably didn't want to wait in line, nor did she have enough money, or she didn't care.

I also have a MAJOR problem with the people in charge of selling tickets to these venus. It's for the f-ing love of money that they sell WAY too many tickets then they should. That is how people die too, in the crowds, and trying to get in, and not enough ways to get in. Even so, it's a tradegy for this girl, and my prayers do go out to the people that knew and loved her.

This is not the city or the states fault. This is a matter of parents not doing their damn job and not knowing where there kids are. I myself have been to those raves. They are kids and they do what they want and find ways to do what they want. 90% of the drugs taken by those ravers where taken in their hotel room, car, house, or on a walk because they didn't want to get caught with the drugs and by the time they get to the event, they are already feeling good. People are going to do what they want where ever. At least the city provides paramedics and security. This is just a matter of parents not taking accountability for their own neglegence, and putting the blame on something big to get money.

The city should counter sue for filing a frivolous lawsuit. I can't really say much more besides what has been posted before. My parents never let me go to a rave until I was 18, mostly due to the neighborhood that the Sports Area is near. See, now that's proper parenting.

Also, I hate how people keep saying she OD'd. She died of complications from the drug that was in her system, not a lethal dosing. The (assumed) LD50 dosing of a 150lb human is around .69 to 1.6g (depending on the study). At a purity of 75mg/pill (average), that requires 9 to 21 pills to be ingested at the same time in order to cause death directly from the drug itself.

I love how everyone points a fingers and electronic dance music and calls it drug music. Last time I checked at Hip Hop concerts you can smell weed 100 miles before even getting to the concert. If Sasha didn't die at EDC she was going to lose her life sooner or later at some underground party scene. Parents who do not know that their kid is a drug head are responsible. If anything I hope LA counters back with 100 million and bankrupts that dumb ass family. One would think that they would be in grief and morning. it's the parent's fault. just take a look at sasha's photobucket. numerous pictures with her having a pacifier in her mouth which is known to be used among ecstasy users. The kid could have died somewhere else doing the same drugs and none of us would have ever known about it except her pitiful family.

second insomniac has some fault. she was 15 and the event was listed as 16+. No one got their IDs checked unless you were 21 and wanted drinks.

I fail to see how it is the fault of the city or the promoter for this girl's apparent lack of self control and intelligence. Neither party forced this girl to ingest narcotics, she did that on her own accord. If anything, the fault lies with her parents, for not knowing the whereabouts of their child. however that is not to say that neither the city or promoter are without fault. The city is at fault for allowing an event of this size to take place in a facility not designed for the capacity of this event, and the promoter is at fault for knowingly allowing the event to fill to over capacity. That is simple greed on the promoter's side. I would also fault the fire marshal for green lighting the permit for the event, knowing again that the venue was not designed to hold a crowd of this size. I have been in the rave scene for nearly two decades, and I can tell you that deaths due to chemical intoxication are nothing new. However for some reason since the media got ahold of this story, people act as if this was something never before seen in the history of mankind, and this poor little girl was so innocent, when infact she was nothing of the sort. The parents should be fined and prosecuted for their lack of parental skills. If we're going to have a witch hunt over this matter, let's ban water, because people drown. Let's ban food, because people choke to death. How about a ban on driving since people get into fatal accidents.

wow people,start parenting your kids better and show them the facts of what drugs do to your body and show examples of people who died or have the long term affect of the drug they took. plus who would let their 15 year old daughter go to an event without any adult supervision knowing that their loved one can get raped or killed at any moment or anywhere. that and just because the line is too long to keep checking id's doesnt mean they shouldnt check them anymore it just means they need more entrances and more people to id the ravers that are attending. insomniac events/pasquale rotella doesnt give a rats ass about your children but he does care about making his money and keeping his contracts. so let insomniac rot in hell. but dont blame him for the daughters death blame either bad parenting or just a dumb daughter who should of got the facts first from people who have experienced drugs in good and bad forms. plus maybe it would help to educate kids about the consequences of drugs at an early age like maybe in school or programs and from parents. or people need to THINK before they do something can endanger their life. go ahead people say what you want but you know deep down inside that im right.

FIRST OF ALL!!... Sasha was NOT supposed to be there! THE CITY OF LOS ANGELES DID NOT FORCE ECSTASY INTO THAT GIRLS MOUTH!!! SHE VOLUNTARILY TOOK THE PILLS!!! Insomniac Events ARE NOT BABYSITTERS!!! YES!, no one under 18 should be allowed at these music festivals PERIOD! Unfortunately, it took one drug overdose of a minor to make the city of Los Angeles rethink the age restrictions! Ever since that event, every other event in LA checks (scans) i.d.'s before admittance of EVERY SINGLE party-goer! Get over it! I hope the city wins this lawsuit! Don't blame the city of Los Angeles because YOUR child makes dumb decisions. Not all aspects of the rave scene are so bad; what about those of us who really do just go for friends &the music. Those of us who DON'T consume illegal drugs. Don't punish us for one stupid girls mistake.

It's sad that the smaller, safer parties are being punished because of the massives. They're being targeted. Look what happened to FRESH SQUEEZED & Winterfresh. They got taken down because of what happened to ONE girl who snuck into a party, &consumed drugs on her own free will.

We work our asses off to put together a SAFE event, where people can come, dance, be with friends, &enjoy themselves... we make sure we have securtiy to keep the people at our events safe, &go so far as to search them &their belongings to do our best to keep illegal narcotics out. Every scene has problems. It doesngt matter what kind of show or event you go to... but those aren't made public. It's the rave scene being targeted.

My ID was checked at Together as One, along with a majority of other concert-goers. I will admit that line-control was lacking, but I personally saw the 18+ age limit being enforced.

They're half the reason she's dead anyways so if anyone should be in trouble it should be them for letting her go to the rave...
