Janice Hahn Invites Debra Bowen To Take Pro-Israel Pledge

In the first broadside of the South Bay's hot new congressional race, L.A. Councilwoman Janice Hahn today invited her top opponent, Secretary of State Debra Bowen, to take a pledge of support for Israel.

The pledge condemns statements made by anti-war activist Marcy Winograd and appears to be a tactic to draw Winograd into the race. That would help Hahn by cutting into Bowen's Westside liberal base.

Bowen quickly signed the pledge on Friday.

"What [Hahn] is trying to do is to see if there's any way to get Winograd in that race," said Allan Hoffenblum, co-author of the California Target Book.

Saturday update: Looks like it's working. In a posting on a progressive listserv today, Winograd wrote "I am going to run." (More below.)

The pledge lists five items:
1. Support for the peace process
2. Opposition of the unilateral declaration of a Palestinian state
3. Support for President Obama's $3 billion in security assistance to Israel
4. Support for implementing and enforcing Iran sanctions
5. Condemnation of anti-Israel political rhetoric
In the last category, Hahn cites several quotes from Winograd, including this one: "As a citizen of the United States, I do not want my tax dollars to support institutionalized racism. As a Jew, I do not want my name or country associated with occupation or extermination."

Hahn then invited Bowen to join her in declaring that Winograd's remarks are "far outside the bipartisan mainstream of views that have long insisted that US policy be based on rock-solid support for our only democratic ally in the Middle East."

Less than two hours after receiving it, Bowen's campaign consultant announced that Bowen had signed the pledge.

Winograd initially said the pledge was "juvenile" and that she would be surprised if Bowen signed it. After hearing that she had signed it, Winograd said she was troubled.

"What is troubling is that two elected officials are now on record opposing open debate in an effort to silence dissent in the 36th District and beyond," Winograd said.

Asked if it made her more likely to run, Winograd said, "It makes me more interested in the race, but I'm weighing everything."

Hahn announced her candidacy even before Jane Harman officially announced her resignation from Congress last week. Bowen jumped into the race on Tuesday.

Though Hahn denounced Winograd's remarks in the pledge, it's worth noting that Hahn called Winograd last week to seek her endorsement. (Winograd declined.)

The pledge, issued Friday afternoon, appeared to be an effort to box Bowen in. If Bowen had opted not to sign it, that would have given Hahn an advantage with Jewish voters and contributors.

But signing it has its own downside for Bowen, in that it makes Winograd more likely to enter the race. Hahn's calculation is that Bowen and Winograd draw support from the same group -- Westside liberals -- and that Hahn will fare better if that vote is split up.

In a letter accompanying the pledge, Hahn wrote:
"Debra, since declaring independence in 1948, Israel has been in a constant state of war -- repeatedly forced to defend itself from its enemies. Israel has every right to defend its borders, protect its citizens, and be treated fairly in the United Nations. I hope you will sign this pledge and join me in carrying on the strong legacy of Congresswoman Harman's passionate support for Israel and standing up for our National Security."
Bowen's consultant, Steve Barkan, approvingly cited a characterization of the pledge on the Venice For Change blog as a "fairly standard boilerplate declaration."

Winograd, who ran against Harman in 2006 and 2010, has given mixed signals about whether she will run this time.

On the one hand, she has made it clear that she would like to influence the debate. But on the other, she has just moved to a new home in Santa Monica -- which is outside the district -- and might not want to move back for another campaign. Friends who have spoken with her in recent days have said she is leaning against it. (Update: See below.)

Dave Jacobson, a Hahn spokesman, said that her campaign has always assumed that Winograd will join the race.

"We brought this forward because this is an important issue that Congresswoman Jane Harman championed," Jacobson said. "We wanted to come out and put this letter out and let the residents of the 36th District know where she stands on this issue."

Hahn's campaign has set up a page on her website that explains her views on Israel.

"The key issue [in the campaign] is Harman's vote on national security and in support of Israel," Hoffenblum said. "It's very important to the Jewish community nationwide."

After reading the pledge, Winograd gave the following statement:
"I am surprised that Janice Hahn would want to pressure another candidate into signing a contrived pledge that subverts the peace process in the Middle East. The U.S. needs a far more balanced and humane approach, which would involve clear condemnation of Palestinian border rocket attacks, but also denunciation of illegal Israeli settlements and home demolitions. If we close our eyes to the ever-expanding Israeli settlements in the West Bank and East Jerusalem, we sabotage the two-state solution to end up with Palestinians living in bantustans. Imagine if we said San Pedro and San Francisco constituted a state, then outlawed roads to connect them. Who would take such a proposal seriously? No one. Ultimately, we need a Congressperson who is not beholden to special interests but whose eyes are wide open."
Saturday update: Winograd told supporters on a progressive listserv today that she will run for Congress. When asked about that via e-mail, however, she wasn't ready to make a public announcement. "I am exploring the possibility but no decision has been made," she said. Winograd said she would decide within the next several days "as I recognize a lot of people are waiting to hear what will unfold."

Also, you do not have to live in the district to run for the US Representatives District 36 seat. I will be interested in watching the League of Women Voters debate on Monday night to see what they have to say.

As a resident of the 36th Congressional District, I have supported Marcy Winograd in her previous campaigns because she opposed the wars that have now brought the US close to ruin. Neither Hahn nor Bowen has actively tried to move our national government away from disastrous wars and towards true security: jobs, health care, education, housing. Instead Debra Bowen, just re-elected as Secretary of State, and LA Councilwoman Janice Hahn seem to have made opportunistic moves, disregarding their responsibilities to protect the electoral process in the state and to run the nation's second largest city.

From Gene Maddaus' article above, it seems that the campaign will center on Israeli policy, which has become a sort of Third Rail of politics: If you touch it, i.e. suggest alternatives to the longstanding US policy toward Israel, you are either an "anti-Semite" or a "self-hating Jew". But US/Israeli actions have outraged most of the people on Earth, and in the long term our nation's policy is destructive to both US and Israel. We cannot afford to let the debate be silenced by Hahn's cowardly "pledge", which serves to attack Winograd's quest for a just and even-handed solution. I and other people of Holocaust family warmly support Marcy Winograd's position that US must be a real broker for peace. The lesson that many of us Jews learned from the Holocaust is that no one – of any ethnicity – should experience that again, even in slightly milder form without gas chambers, etc. Yet the collective punishment in Gaza and the use of state sponsored attacks on civilian Palestinians and the destruction of their homes goes on, paid for by US taxpayers at a cost $3 billion a year. Winograd is committed to a just peace process in Israel/Palestine. Her position conforms with President Obama’s new middle east peace agenda, which calls for encouraging democracy movements throughout the Arab world, while also objecting to illegal Israeli settlements that enrage the region and weaken our national security. History will show that Winograd was right.

Great, both Hahn and Bowen pledge to support Israel even before they pledge to support the people of the U.S.

As for Hahn's stream of lies regarding Israeli history, perhaps least said the better. It's not a good sign when a candidate begins her campaign with a craven stream of lies in support of a foreign power bent on colonial conquest, however much money we've given that foreign power in the past. Get a clue, Janice (and Debra). Israel was founded by deliberate and premeditated mass murder and terror against the native population of that place, it's ethnic cleansing of them has not stopped since. It is a country based on privilege for one religion over all others especially the main religions of the native Palestinians, Christianity and Islam. That goes against American ideals, as is any racism. To say that Israel has been "forced" to defend itself is just historically a broad lie, it's started more wars against its neighbors, in order to gain territory and resources, than Iraq under Saddam Hussein. It's a total shame that our foreign policy is so skewed that all we can think about is what's in Israel's best interest (witness all the talking heads discussing the impacts of Egyptian democracy on Israel), why it's ever in our interest as the people to support dictatorships and cruelty rather than human rights I don't know. But to do so on behalf of a foreign government, rather than our local government and interest, beats all.

As California gets "browner", Israel will and should take a back seat to the concerns of those who pledge allegiance to the United States. One of the principal arguments espoused for support of Israel is that it is the only democracy in the middle east. The contradiction is that we have been supporting repressive antidemocratic regimes in the middle east for decades. The Israel lobby is simply the most stark example of foreign influence corrupting our political system. To both candidates, I wish you luck running in non-gerrymandered districts in the future. Despite Howard Berman's best efforts (prop 27), we are much closer to parity of power and we will dislodge the foreign usurpers.

OMG!! Janice Hahn is an imbecile and an embarrassment to her dad's the late Kenneth Hahn's legacy. She ignornant and says the dumbest things while grandstanding in council. Don't forget it was her dumb ass idea to boycott Arizona then realizes what a stupid move it was tried to make exemptions. She actually came out and told the Lakers not to spend money in Arizona, wanted to not allow LAPD Air Support to attend a top class training in Arizona. She also is just as corrupt as the rest of the thugs on city council having a conflict of interest with the LAX concession companies. Let's not forget she was part of an investigatioin by Fox 11 news on paying gangsters out of her council office and hurting the careers of two great gang officers. She is nothing more then a blonde bimbo in a suit. She failed being elected to higher office when she ran for Lt. This is a typical unprincipled cynical move by Hahn, countered by a cynical response by Bowen. As far as drawing Winograd into the race, however, Hahn has made a mistake, by assuming that I/P is the main, or even only, issue of concern for her. That is nonsense, always has been, and shows that Hahn and Bowen are simply believing the Waxman/Harman malicious hype.

I am confident that Winograd will decide what to do based purely on what is best for the voters in this district, and the progressive cause as a whole, with the I/P issue important, but not by any means decisive.

If Winograd decides to do what's best for the progressive cause as a whole, it will have to be by doing something other than running. She's too authentic and impulsive to be able to run a campaign that appeals to all the people she needs. Pledging not to vote to renominate Obama for example. That said -

Bowen's cynicism in responding to Hahn's ploy is very disappointing, and suggests that she either 1) agrees with the Likudnik policy that agrees that American acquiescence to Israel is a must regardless of Israel's actions (including pretending for years to engage in good faith in the peace process all the while proceeding with actions to make the situation "on the ground" more and more impossible for such a peace process to succeed). or 2) is afraid of all the money that will rain down against her in 3rd party expenditures if she looks like she doesn't 100% follow their line on Israel. It's understandable that candidates fear unidentified 3rd party expenditures raining down on them to the tune of hundreds of thousands of dollars, and no doubt the AIPAC crowd can afford to do that. This really is sad to see, though. (Still doesn't mean that Winograd running will help anything, though)

I agree with Larry. This was one shrewd move by Hahn. She forces Bowen to disavow the left and leaves Marcy with no out. If MW doesn't run in an open seat against these candidates it will be the ultimate betrayal to her very loyal following.

Indeed. The "smart" political technicians blabber (Jane yaps, they blab, at our never ending expense) about "dividing" the liberals. How about Bowen hitching her star to Hahn, dividing the not-so-liberals, or better yet, "Tweedle Dee" and "Tweedle Dum" as in "Not-So-Liberal-At-All."

In the main, the core issue is whether Israel has the right to exist as a Jewish state. Only Egypt and Jordan recognize Israel's right to exist.

As for Janice Hahn's progressive credentials, they are impeccable. . . . Whether it was her important, critical support for the Lincoln Place tenants, to the creation of a Living Wage for the Hotel Workers at the airport hotels (which has put over $20 Million in their pockets during a recession. . . something no one but Janice Hahn was able to accomplish (both in LA and in the USA for that matter), to the $50 Million Citizen-Empowerment Environmental Mitigation & Protection Fund Janice Hahn made happen at the Port, Janice Hahn has been there for the people. . . .

Of course there is room for disagreement on a number of issues. . . but the idea of advancing the debate or discussion by broad-based personal insults seems counterproductive at a time when thoughtful, thorough debate and discussion is necessary. We need creative, competent, thoughtful, citizen-empowering, courageous, and committed political leaders. . . people willing to make firm principled commitments in the face of uncertainty. . . and Janice Hahn is such a leader.

Asking one's opponent for a commitment to core principles at the start of a campaign is not an unreasonable request. There are a lot of critical issues in this election. . . another key one being why we are spending more on defense today in real dollars than when Ronald Reagan was President. . . There are more, obviously. . . But deflecting off into personal attacks is inconsistent with the goal of ensuring that we get a good, thoughtful debate about the issues.

Your myopia is remarkable. The "main, core issue" is whether the Israelis and Palestinians can live in peace in a very small piece of real estate despite all the conflicting claims and "promises." To take sides like Hahn is hardly "creative, competent, thoughtful, blah, blah blah;" nor is it "principled"--it's the same by the numbers, same ol' fatuous same ol' we've been enduring for decades. Taking sides like Hahn and (now) Bowen in this long-standing conflict only guarantees a fail on the main core issue and a bloody, violent, destructive "end" to all the bickering. Hahn goes wherever the wind blows which means she, like Yapper Harman, will be catnip for all those far off feral inside the Beltway special interests, especially the ones who sell big weapons.

One big reason why we are spending so much on defense is the trillion dollar lunatic, criminal invasion and occupation of Iraq, which Harman shrilly supported (go along and get along, eh, Janice?) but which I'm told not even the Israelis were too thrilled about -- for good reason, since it's primary geopolitical winner was the nutty Mullahs in Tehran, allowing them to project their power so much the closer to Tel Aviv, via Baghdad.

Living in peace on such a small piece of real estate involves the development of a 'social contract' between people. . . . precisely what is going on all over the Arab world at this moment. . . . So I'd be curious what your 'farsightedness' reveals to you by way of the accomplishment of the objective you describe. . . 'living in peace'. . . My proposal is that Israel be given the recognition of a right to exist by the surrounding countries. . . Actually, it might start a positive precedent. . . like recognizing the right of the Palestinians to also exist as a 'nation'. . . Not an automatic in this world. . . Just ask the Dali Lama or the Kurds in Iraq. . . .

As for Janice Thomas, I'll debate you all day, every day on Janice's accomplishments. . . . I'm not quite sure why all the negative energy comes through, but the facts are the facts. . . . She has been there for the people and accomplished things for the 'little guy' that no one on the Council has. . . and it's not easy dealing with 14 other individuals who each are 'imagination-challenged', and whose 'egos' are way out of balance with their 'imagination'. . . . Sounds like you're contending that standing on the sidelines is better for everyone. . . . because it makes no difference. . . and if that's the way you feel, then so be it. . . . But to undermine whatever good points you may possess by personal attacks is not what is going to move this District, this City, this State, or this Country forward. . . . .

I agree that the invasion of Iraq was a fraud. . . and if Bush really wanted to do it, then he should have been honest and had the people pay for it with higher taxes. . . something they would not have been willing to do. . . along with a draft. . . also something we would not have done. . . so therefore, no Iraq. . . .

Israel is surrounded by Countries (except Egypt and Jordan) who want to wipe it off the face of the earth. . . . . coming after the holocaust when Hitler succeeded in wiping out 6 Million Jews and probably another million or more Catholics. . . when most every country on earth watched and did next to little or nothing, it's not unreasonable for Israel to be just a little concerned about the survival of the Jews of the world. . . . . So Israel is going to be 'touchy' about any change to the status quo. . . . . In the end, however, economically empowering the disempowered of the world has the potential to yield to political liberalization and the adoption of progressive values throughout the world. . . .

I know nothing about Debra Bowen's positions (although I find it incredible that her first words out of the box seem to give aid and comfort to the military-industrial complex), but I do know that Janice Hahn's core instincts are to fight for the little guy and the disadvantaged. . . and that was her father's tradition (James Hahn failed on that score as far as I'm concerned. . .). . .

It's time to really 'Put a Face on Hope'. . . That's also what I thought Obama was going to do. . . but he has turned out to be pretty much of a phony-populist'. . . Janice Hahn is the 'real deal'. . . . You need to take a second look Thomas. . . really.

That's because you're still obviously too myopic to see the fact that that, like the UN Security Council resolution the US properly vetoed last week, this tired "pledge" is entirely one sided; both studiously avoid dealing with the vital interest and concerns of one side or the other: the "pledge" only deals with Israeli concerns, the UN Resoultion targets "illegal" settlements in the West Bank (after all who could be in favor of "illegal" settlements?). Most who seek a real resolution to all the bickering are really weary of all this ham handed, one sided, silly and yes, myopic rhetoric.

Wow. I normally would have laughed at the idea that a poor group of people would have to decide between these two clowns in their next election. But as a resident of this district, I find the fact that Janice Hahn would ask this of her rival is insulting. Not only to me but my community and the problems that we face here at home. The fact that Bowen quickly signed it is even more atrocious. I hope they both lose and we elect someone who hasn't already pledged their support to a foreign nation. No offfense to "the Jewish community nationwide", but this is an election for the people of this district. Shouldn't we decide what issues this race is about?

Like the incumbent Yapper Jane Harman, who Hahn is now shamelessly sucking up to and imitating, this candidate has peddled and sold herself to the "highest bidder, revealing herself as more than willing to bloody her hands (and splatter blood all over the place) for even more destructive, counter-productive trillion dollar wars based on torture and lies due to her cheap, low-rent, ward heeler political posturing. She needs to stay where she is fixing all the gaping potholes and unresolved city budget deficits, so as not to cause additonal catastrophic damage on a global scale. For now this race is "anybody but Hahn" but with Bowen's joining in on this gang bang, we need someone like Winograd to jump in, run and win.
