Term Limits Hot Button Issue at West Hollywood City Council Debate, Incumbents Oppose Them

Term limits for West Hollywood City Council members was the hot button issue at a candidates' forum held at the West Hollywood Park Auditorium last night.

Nearly all challenging candidates supported term limits while incumbents Abbe Land and Lindsey Horvath, who was appointed to the City Council in 2009, came out against them.

"I don't support term limits," Land said, later adding, "We have elections, and we get to run on our record."

Challenging candidate Mito Avlies later responded, "I am a firm believer in terms limits... After 25 years and no term limits, it increases voter apathy."

Longtime incumbent John Heilman is known to be opposed to term limits as well. He and Land have served on the City Council for a combined total of over 40 years.

In November, Land, Heilman, and Horvath -- who are running against six challengers in this year's West Hollywood City Council elections on March 8 -- also campaigned against a statewide political reform ballot measure, Proposition 20, which California voters overwhelmingly approved.

The reform stops the practice of "gerrymandering," in which California politicians drew up their own districts and made it nearly impossible for them to lose an election.

Now, a citizens' commission draws up boundaries for the districts of California State Senate and Assembly members, but Heilman, Land, and Horvath wanted to keep that reform from happening.

The candidates' forum was sponsored by the West Hollywood Chamber of Commerce and WeHo PAC, with the League of Women Voters moderating the event.

The forum was broadcast live on West Hollywood's public access TV channel, and about 120 people watched the debate in person.

When Land made her stand opposing term limits, many audience members literally booed and hissed.

Challenger Lucas John, a 28-year-old public relations consultant and co-founder of the gay gossip blog WeHo Confidential, suggested that Heilman and Land's stranglehold on power was affecting the democratic process in West Hollywood.

"There is a problem," said John. "I want to know where democracy is?!"

Many audience members clapped approvingly after his remarks.

Heilman shot back during his opening statement, "We do have democracy. We have elections all the time."

Historically, however, West Hollywood has low voter turn-out -- year after year, only a few thousand voters out of some 23,000 registered voters cast their ballots for West Hollywood City Council elections.

The low turn-out almost always benefits incumbents.

In fact, since West Hollywood became a city in 1984 -- the year Heilman was first elected -- only one incumbent, Steve Martin, has been voted out of office.

Along with Aviles, challenging candidates Scott Schmidt, Lucas John, Mark Gonzaga, and former City Councilman Steve Martin support terms limits, saying West Hollywood needs a regular influx of fresh blood and new ideas and that the city's political culture has become too insular.

"The fact of the matter is," said Martin during the debate, "entrenched elites are throttling the soul of the city."

Challenger John D'Amico does not support term limits, but says he will only serve two, four-year terms.

At one point during the forum, candidate Scott Schmidt, a political consultant and the only openly gay, registered Republican to run for West Hollywood City Council in recent memory, ran down a list of what the world was like when Councilman John Heilman was first elected.

"A lot has changed since 1984," said Schmidt. "In 1984, Ronald Reagan was re-elected president, the Soviet Union boycotted the Olympics, Dynasty was the number show on television, the Los Angeles Raiders won the Super Bowl, and John Heilman was elected to the West Hollywood City Council."

Audience members laughed. 26-year incumbent Heilman appeared to smile.

Abbe Land is one nasty pig. Heilman & Horvath are sucking at her teets. Do the math.

The latest poll says that Horvath will be term eliminated with this election. Heilman might lose, too, it says. Abbie is too popular and smiles too well, so she placed high on the poll. If the new guys get in and make term limits happen bye bye Abbie next time around

I support Steve Martin because he cares about the residents which Land & Heilman do not. All these two boobs wanna do is build new condos that no one can afford to live in. Over development is a concern here in West Hollywood. BIG plans are coming for more development which is squeezing long time renters out as there apartment buildings as there being destroyed to make way for new construction approved by Heilman, Land and this person they appointed, Lindsey whatever her name is? Don't let them hold onto the power they have in making these important decisions. Get out & vote March 8th!

Steve Martin has his time. It didn't work out. If he truly believes that we need change he should be strategis (like the Heilman ticket has been all along) and throw his support to one of the other candidates (like D'Amico) who has a real shot at winning

Yep. I live on a street where a developer wants to put a HUGE TALL building with 126 parking spaces underneath, with 300 cars a day going through. The developer wants to put the parking entrance on our little street, Westmount Dr. This would cause HORRIBLE traffic problems here and on Melrose, which is narrow here. So why did they not give us the traffic report - in fact they tried to slide by without revealing it so we did a freedom of information act and are waiting to see it. You can imagine that it says the effect on traffic will be terrible. The City Council was entirely complicit in trying to hide it. I have neighbors on this street who LOVE Abbie Land who were shocked when I told them about this. She is a great politician, smiling well and presenting herself as being so loveable and good, but she's screwing the people who live in this street. Why? Because she wants her $ war chest filled by developer money.

I voted from Steve Martin, John D'Amico and Mito. Steve and John are smart enough to debate Heilman IF Heilman is re-elected, which seems to be in question, finally. I voted for Mito because he's bright but he's also super colorful, which I think would serve West Hollywood well. The main thing is getting rid of the old and putting in smart new people.

Shame on Land, Heilman and this God awful Lindsey person they both appointed into city council after the death of a sitting council member. Lindsey votes along side Land & Heilman and her vote is critical for these two crooked council members because of there agenda. West Hollywood is for sale and these 3 stooges and the brokers to the deal. STOP them by voting them out of West Hollywood city council on March 8th.

John Heilman said we have term limits, they're called elections. How arrogant of him. He well knows incumbents TEND to get re-elected, as a matter of fact. They also can "buy" votes by catering to some groups, as he does seniors. He also gets big money contributions from developers so he can send out classy advertisements for his candidacy. What an arrogant guy he is.

West Hollywood is one of the only cities in Southern California that is not carrying massive debt and cutting services and that is due to its leadership. Mayor John Heliman deserves much of the credit for the incredible success of West Hollywood. Thanks to leaders him like Heilman and Abbe Land, West Hollywood is a world class city and a global leader in human rights. While Los Angeles is underwater with an insurmountable structural deficit, West Hollywood has millions in reserves and is investing $100 million in its parks and facilities. Not sure why anyone would want to "vote the bums out" responsible for these kind of achievements in the worst recession of our times. If West Hollywood were a corporation and the residents were the shareholders there would be no question as to the value of its current leadership. No one is calling for Apple's Steve Jobs head on a platter because his creative leadership keeps the company he founded at the top. West Hollywood is the cleanest and best run city in SoCal, and that is thanks to a couple of its inital founders, Land and Heilman, and their creative leadership.

West Hollywood is a center of attraction for tourists to spend money. It doesn't take much as far as brains or talent to develop a big $$ surplus in WEHO. Heilman/Land didn't do any special job in creating that surplus. Pretty much any semi-bright councilperson could have done just as well as they have. The problem you ignore is that these people have "bent" the rules to allow developers to create monstrosity projects that threaten the look and feel of WEHO as well as contributing to renters losing their apartments. They don't listen to the people. They listen to the big money developers. For this, they should be run out of office.

Yes! $500 is BIG money. You couldn't afford one of Charie Sheen's hookers for that kind of BIG money. That's the limit on political contributions in WeHo. $500! Could you be bought off for $500? Guess so since you assume others must be corrupted for that kind of BIG $$$.

You are ignoring reality. For instance, today I received a very classy mailer telling me to vote for Horvath, Land and Heilman. Must have cost a bunch. They can afford this because they've raked in a collective $232,255 in campaign contributions from mostly developers. See: http://westhollywood.patch.com.... Compare this to the challengers, some of who will not accept contributions.

Ever hear of bundling? And don't forget that it is only this election for the first time that the limit is $500. Their campaigns are almost exclusively funded by developers, their attorneys and lobbyists. It has been known for years and they are very blatant about it with developers for votes for their projects.
