Lowe's Home Improvement Builds Gigantic Wall in One Day, Blocks Neighbors' City Views

"The wall went up in a day. I went away in the morning, and I came back later and couldn't see the city."

So says 16th Place Neighborhood Association member Robert Portillo, who's now fighting L.A. City Hall with his neighbors to somehow stop the construction of a huge wall that has blocked their views of the Hollywood Hills:

"We saw all the landmarks: the Griffith Observatory and the Hollywood sign," says Portillo. "It's like we lost a friend."

The community activist can thank Lowe's Home Improvement for that, which is now constructing one of its large stores right next to his neighbor's home and Portillo's home in Mid-City near Venice Boulevard.

The locals, understandably, are outraged.

Portillo says the 16th Place Neighborhood Association worked with the Planning Department and L.A. City Council years ago to create a document that would prevent such a monstrosity in case a developer came in and wanted to build on the former site of a Sears Roebuck store.

This language, which the City Council approved, says,"None of the proposed buildings will interfere with any existing scenic views."

In the first week of June, though, Lowe's constructed a huge wall that did exactly just that.

Portillo and his neighborhood association have sent letters to Lowe's chairman Robert Niblock, L.A. Mayor Antonio Villaraigosa, City Council President Eric Garcetti, and many other officials, including their own city councilman, Herb Wesson Jr.

They haven't heard a peep from Niblock, Villaraigosa, and Garcetti, but Wesson had aides call the neighborhood association, and, according to Portillo, the councilman appears to be taking a look at the situation.

"We're hoping he'll support us," says Portillo. "[Wesson] has a history of being able to get things done, if he so chooses."

In the meantime, Portillo and his neighbors are scrambling and considering litigation.

"It's a grotesque, slab of a wall," says Portillo. "It's blight in our neighborhood, and it's very offensive and imposing.'

When the neighborhood association brought the wall to the attention of the Planning Department, officials there referred them to the Department of Building and Safety. Building and Safety then referred them back to the Planning Department, which is now looking into the matter.

Portillo adds, "We feel like we've been let down. We were intimately involved with the planning [of that site]."

I know for a fact that if I was living in that area, I'd be pretty peeved off because of Lowe's actions. I'm guessing they brought it down by now... http://www.ecopainting.ca

I was looking forward to shopping at this Lowe's. I am boycotting it because of the way they have treated our neighbors. They would not have dared to do something like this in Brentwood or Beverly Hills. I hope they fail at this location. They deserve to. Thankfully we still have OSH. They're not that great but they have their integrity.

People should boycott ALL Lowes Home improvement stores, protest ALL projects by CIM Group, Boycott the other businesses in the Mid-Towne Crossing complex, and Vote for any candidate running against Herb Wesson and any other elected official that messed this up.What is the point of neighborhoods working with the Planning Department to created an agreement for height, if its not being followed?If this wall is not corrected to code, the 16th Place Neighborhood Home owners should boycott paying property taxes. AND then request to pay lower taxes since the values of their homes will most likely drop.  I wonder if the drop in property taxes over the years is worth having Lowes built?  It wont be worth it, if no one shops there.  Isn't it taxpayers money that helped fund this project through the CRA?

Horrifically, this abuse of power is another example of corporate wrong-doing that seems willful and without regard to agreed-upon limitations. It once would have seemed impossible but the power of big box marketers and other chains is such these days it's barely surprising. Disgusting, stupid, and completely insensitive to corporate responsibility but it seems more and more typical of the behavior of those with huge cash reserves behind them. Hateful to imagine the conversations that have taken place between the developers and the politicians. I for one will never shop at a Loew's again, and will ask anyone who does any work for me to comply with that request. At a time with home values are crashing because of the irresponsibility of lending institutions, this crime seems particularly heinous.

I for one will not be shopping at Lowe's anymore until I hear that the company agrees to be a good neighbor and reduce the height of the wall to one that meets the needs of their community.  I will also be asking my friends to do the same thing.  There are lots of other places to buy hardware etc. This is not the first time a large business has overstepped their boundaries and left it up to a small community to fight against what should not have been allowed in the first place.  I do have to wonder why the LA Planning Department would have agreed (signed off on the permit) to such a "monstrosity" next to a residential community.  Aren't there requirements regarding views that must be considered before permitting a construction job?  Having had experience with this sort of thing I wish the 16th Place Neighborhood Association the best of luck.  Because there is money at the end of this project for the city it will unfortunately make it more difficult for the 16th Place Neighborhood Association.  By the way, I asked Robert Portillo if there were any signs stating that the site was to be developed and the dates of the comment period.  I was told no.

This is a clear example of ignoring a set-into-place-legal-document that was written to avoid this situation. It's not just a case of a wall that gets in the way of a landscape view but instead, an overwhelming issue of "someone" doing what "they" want. Hang the legality of a document that was designed and ratified in 2001. It doesn't seem to matter. Neighborhood associations and action groups take notice! You're just a small fish and your voice doesn't count, even when you go through the bureaucratic hoops to get things done the right way. I have seen the wall and it's a blight on the neighborhood, a mark against community participation in local government, and a slap in the face of ethics.

@ Sharing....New construction of LOWES building!!! This wall has completely obstructed the residents on 16th Places beautiful views! It will be at Venice/San Vicente intersection.

 It is a long time since I have seen something so awful, bet the house with the (now) view of the wall only bought the house for its magnificent view. The wall must be taken down ASAP

Saw the coverage on Channel 2.  The documents showed that the plans are different than what was approved by the City Planning Commission in 2001.  Big gap--between then and now.  I would look into Wesson and CIM's role into this mid-city project.  Was this not the project where Wesson handed over 30 million of CRA money to CIM?

Yes it was. The city funded a huge portion so Wesson's office is deliberately ignoring all calls, emails and media questioning. I wonder why?!? This building was supposed to be no higher than the old Sears building that was on the site according to the final determination set back in 2001. The Sears building was 70feet tall and never obstructed any views. This wall claims to be 68feet from the lowest grade point on Pico blvd. Clearly grade points/measurements have been tampered with or not adhered to. Residents are not against a Lowes and business in the area but when faced with a wall that clearly goes against what was said was going to be built something has to be done!

Go to City Clerk's office in City Hall & get a copy of Council action on the development and compare it to the Planning Commission approval.  Either the City Council changed the conditions or Lowes is taking liberties.  If the latter, then contact Department of Building & Safety about the violations.

There are few details in the article other than that the homeowners worked with the Planning Department to prevent such a thing happening.  Was there a public hearing on this development?  If there was one, did the homeowners attend it and object to the wall that would obliterate their views.  Regardless, these are the facts: the wall is there and Loews is highly unlikely to remove it.  Pleading to Wesson, part of the corrupt City Council would result in absolutely nothing.  If Loews is allowed the wall, either by-right or by discretionary approvals, protests at this stage will not remove a built wall based on lost views.  It is already there vs a proposed wall, a scenario that would be helpful to homeowners.   

Check the Planning documents for any violations/conditions that allowed such a wall & then file a lawsuit against the city.  Can think of no other remedy when dealing with the corrupt city of LA.

What's the purpose of the wall? Did they have a permit for a wall that tall? There are wall height limitations.

If it's the back wall of the building then it will be very difficult to do anything about it. Anyone have the address? I'd like to check permits and such.

4550-4650 W Pico Blvd. The building was to be no more than 68feet tall from the 'lowest grade point on Pico. The old Sears building was 70feet tall and didn't obstruct any views at all for surrounding residents. Below is the CPC code to help you check permits. There is a final determination that stated views would not be adversely affected. This document can be found on Zimas.

What a horrible sight... as a home owner- It is not only hard enough to find your dream house... then be able to pay for it.. then to make it your own... and then to have something out of your control destroy a vital component of it... hideous.

It is so upsetting that the city of LA so easily allows the construction of grotesque buildings that, time and time again, erases iconic and beautiful staples of this city.  You can also bet this would NEVER happen in Beverly Hills!!

I know it's too late to stop the construction, after all, they are almost finished.

Buy my proposal to possibly downplay(?) some of the issue (NO not fix it, not excuse it, not forgive it, just downplay a (little))

Paint the parking structure, the giant ugly wall, and any surrounding buildings that face the houses with a 'Lassen'esque' 'Pugh'esque' Giant Hollywood Mural to minimize the stark ugly wall, also forbid Lowes to put their store name/billboard or any other placards against that side of the wall (I can see they are going to have a "Look at what is on sale today" sign already)  Make them take that down and put up the Hollywood landscape mural instead.

Make Lowes pay for this, maybe even the City should pitch in because of the fiasco.

Just my .02 cents.
