Neighborhood Council Evicted From Constituent Center by L.A. City Councilman Jose Huizar

L.A. neighborhood councils were launched as a way to get grass-roots participation in City Hall's decisions. They're an official part of L.A.'s governing process, and in many cases they occupy taxpayer-funded offices.

But one "NC," Northeast L.A.'s "32," was recently kicked out of office space, the El Sereno Constituent Center, controlled by area city Councilman Jose Huizar.

On Aug. 5, Huizar's office gave it 30 days to get out, which means the holiday weekend. NC 32's executive committee is pissed. It issued this statement last week:

... the NC is ordered to vacate and remove all their belongings by Sunday, September 4th during the Labor Day Holiday weekend.

The timing of both the Eviction Notice (August 3) and the "Vacate-by" date (September 4) fit perfectly between the LA-32 NC's General Board Meeting schedule of August 3 and September 7, so that the Board will have no opportunity to discuss, consider, or take action on this matter. This also leaves the Board no opportunity to enter into discussions to procure alternative space.

The executive committee wonders aloud why Huizar would kick them out of one space only to have them use taxpayer funds, in times of relentless red ink at City Hall, to rent another.

The statement goes on to note that the space will be used for a "non-city entity," which Huizar's office confirmed to the Weekly today:

We share the El Sereno Constituent Center with Barrio Action, an El Sereno non-profit social service organization that serves thousands of local children and families. They let us know that they needed additional space in order to expand services for kids in educational programs and other services.

In order to accommodate the non-profit, our office gave up space and we also had to ask Hollenbeck PAL [Police Activities League] and the Neighborhood Council to vacate space they had.

At least one NC 32 "general" board member, Scott Johnson, indicates at Mayor Sam's Sister City the boot might be related to his "outspoken opinions regarding Councilman Huizar."

Whatever the reason, it does make you wonder why an official city body (not to mention the Hollenbeck PAL) would be kicked out of an official city venue in favor of an erstwhile off-campus organization, especially in this time of need.

GateKeeper, It must be excuciatingly painful to be in the corner having to support one Joe La Puke. Wow sorry, the guy just knows how to bring the worst out in people doesn't he.That has to be a rough gig for you GK. But if I am for anything then I am for individual choice, even when it is a pathetic choice.   You are way behind the curve on current events, and should probably get a D. You need to study. Everyone that has been paying even remote attention knows that DONE is NOT FUNDING the GUN CLUB! Talk about yesterdays news, that goes back to April anyway. However it does not change the board vote. It does not change anything regards a safety lecture. So Gatekeeper let me ask, If I remind all reading this post, that that was the action of the mature, responsible, adults on the NC back in March, (it was March not April) is Bongwan Kim going to have a piss fit? Do you not see the Irony in the foolishness of these bureaucrats. It is near comical. Agree, the board has issues it needs to resolve. They are attempting to do so. But most of the whining comes from agent provocateurs sitting in front of the members. Are you one of those Gatekeeper. How many free bowls of soup do you get from Joe Huizar for your efforts in having the NC de-certed. Huizar would love that would he not. As far as other unspecified examples that you mention, I will defer to the LA-32 board. M

This dispute is a whole lot of nothing. The space in question is not an office but a closet used for storing fax machines and printers. Scott Johnson is a board member of LA32NC that for the past three years have been shown to be incompetent and of no service to the El Sereno community. Because of constant bickering and infighting they lost close to $30,000 for the 2010 calendar year in funding that was rescinded because they did not serve the community they were elected to represent in the time allotted to fund community projects. For the past three years all total close to $150,000 that could have been used to fund neighborhood projects was rescinded because of their ineffectiveness. The real story here should be how LA32NC has been the worst neighborhood council El Sereno has ever had, and how attempts were made by members the Public Safety Committee to use public funding to use at a firearm shooting range (a clear violation of the city charter) under the guise of 'emergency preparedness' a blatant boondoggle, not only that but also trying to politicize the council as a Tea Party friendly entity and trying to pass a resolution to recognize a right wing militia know as the Oath Keepers. LA32NC narrowly escaped being de-certified this year by the governing body that oversees all Neighborhood Councils for blatant violations of the city charter. There is the real story and not the smoke that Scott Johnson is blowing. The LA Weekly really needs to dig deep into the working of this council and there will be a more revealing story of abuse of power, no concern for the community this council should be serving egomaniacal personalities and a waste of the public funds.

Allow me to respond to Mr. Cano's lopsided off the mark comments with regard to LA-32 PS committee. Mr. Cano states that "Attempts were made....." In fact a proper motion was presented, past out of committee, then taken to the full board at the general meeting back in April of this year. The Committee of the Whole voted affirmatively up and out to host a SAFETY lecture, and fund for a lunch, followed by live fire taget practice at LA-GUN Club, a controlled enviornment with over 20 years of service to the City, with a clean record of high risk liability. Cano continues on that this was a clear violation of City Charter. There was NO violation to the City Charter. That prohibition speaks to PURCHASE of firearms, not rental, or private owned. In fact I have been trying for months to get some clarity of the ruling by DONE and prohibition by City Attorney. Our NC has been told that any questions must first be approved by a board vote. How absurd. Also, it needs to be made clear once again to Cano, of the clear component, of the LECTURE, and the ELEMENT of emergency prepardness. It is not only my opinion, but if you want to believe that EP and having tools of defense (firearms) are counter productive, then you are a fool. Regards to politizing the council with recognition of the Oath Keepers, another proper motion successfully out of committee now before the NC General Board, they are an ardent NON-PARTISAN group that were praised by the left during the Bush years with their positions against Patriot Act and Undeclared overseas wars. In fact it is Mr. Cano that has tryed to politize this issue, not the LA-32 NC or its PS committee. Finally a word of defense to the LA-32 NC. They have never blatantly violate the City Charter, not even close, regardless of actions by certain operators, friendly with Mr. Cano. These operators and Mr. Cano can not help but continue to trip over their socks and face plant in their own manipulations.

Michael M you are woefully mistaken.  The Department of Neighborhood Empowerment general manager notified the president of LA32NC that they are NOT to promote or allow the use of live guns in any NC sponsored event.  LA32NC cannot override the city rules which govern it, regardless of how it votes.  LA32NC does risk losing its certification with this sort of nonsense.  Unfortunately, there are many other examples many of us stakeholders have witnessed directly.  LA32NC board members would be well-advised to stop whining and get to work for the community, not just the small number of self-serving board members.  Thank you Joecano for your comments, which are right-on-the-money!

Very amusing reply from Mr. M. which I find self serving coming from the person that was responsible for almost getting LA32NC suspended for promoting a firearms training class and trip a shooting range on the public dime. The Department Of Neighborhood Empowerment put LA32NC on notice after Mr. M sent out a sign up email without the approval of the chair of the Public Safety Committee. The chairman eventually resigned his committee leadership post after the ensuing threat at de-certification and their city issued credit cards were suspended as a result too.I place little importance on anything this person has to say. I don't listen to gnats. Go wear your three pointed patriot hat and play with other Tea Party lunatics in a field somewhere where people really care. The neighborhood joke that keeps on amusing us all.

The chairperson resigned due to the threatening remarks made by Mr. Cano at an LA-32 Executive Board meeting.   The LA-32 Neighborhood Council has an excellent group of dedicated members who have worked hard, volunteering their time energy and personal money into making our community more safe and civil.  I have volunteered my services as an LAPD Neighborhood Watch Captain for 21 years and admire the good work that the members are doing. They are not people who just attend meeting but go into the community and expend their labor, not waiting for others to do the work that is needed.
