'Occupy Skid Row' Concert Featuring Public Enemy, Cypress Hill, Kurupt in Doubt, LAPD Says: It Doesn't Have Permit

A planned "Occupy Skid Row" free street concert Sunday featuring Public Enemy, Cypress Hill, Kurupt and other hip-hop artists is in doubt, police tell the Weekly.

The Los Angeles Community Action Network (LACAN) is holding a street festival at the location and has a permit to do so, police say. But they don't have a permit to hold a concert, and LACAN organizers told cops that the show is not happening, at least according what authorities told us.

Public Enemy frontman Chuck D. has been promoting the event in media interviews this week. In fact ...

... this morning he told KNX 1070 Newsradio that authorities should let the show go on, indicating that there might be some doubt, even among slated performers.

LAPD Sgt. T. Keenan told us that police can break up the concert, shut it down or prevent it if they so desire.

If the show does happen, the on-scene incident commander would make that decision, he said.

The concert is scheduled to start at 1:15 p.m, with Public Enemy going on at 4:15 p.m., a publicist for the group states. The concert and street fair's location is Gladys Avenue between Fifth and Sixth streets next to the troubled Gladys Park.

Other acts scheduled to perform: Mellow Man Ace, Kid Frost, and Nispy Hustle.

Keenan said LACAN has a Bureau of Street Services permit to shut down Gladys Avenue for the fair.

They have a permit for a street closure, but it doesn't say anything about a concert. It's still a little unclear as to whether it's going to happen.

Although the event is being affiliated with the Occupy movement, the statement from Public Enemy's rep calls the free concert "Operation Skid Row."

The press release says of D's participation:

His "day of action" will promote the human right to housing (inspired by his participation in the new book Freedom Now: The Struggle For Housing Rights in the United States and Beyond) and to reinforce the hip hop community's responsibility to social justice causes.

Representatives of LACAN were not immediately available for comment.

D is scheduled to hold a 10 a.m. press conference and Freedom Now talk starting at 10 a.m. at the Grammy Museum at LA Live Sunday, according to his publicist.

[Added]: LACAN referred us back to Public Enemy's publicist, who insisted the music portion of the festivities will be legit:

We have a valid permit for a street festival, and the permit specifically includes a stage and music.

Our thoughts: There would normally be more than one permit here if there was a street closure and a concert, in our experience. We shall see ...

[Added No. 2]: When we phoned LACAN again to say that it appears they only have a street closure permit (the Bureau of Street Services couldn't even approve a concert if it wanted to) and nothing related to amplified music, an LACAN rep said, "Yep."

[Added No. 3]: Sounds like a lot of bullshit is emanating from the PE publicity camp.

KPCC indicates that most if not all the other acts on the bill are not going to perform. What's more, Pete White of LACAN said, "it's not a show." But PE will perform.

Strange.

[Added No. 4]: It looks like Occupy L.A. has little or nothing to do with the event. They've scheduled an "Occupy Sunday Picnic" at Exposition Park from noon to sunset.

[Update at 3:17 p.m. Sunday]: Cops tells us Public Enemy did take the stage. Twitter user Ken Montenegro said Flavor Flav went up as well.

After that, he described "an exodus" from the area.

Police said the crowds were small and there were no arrests.

[Added]: Our own Rebecca Haithcoat was there and reports that Yo-Yo, Kurupt, King T, Kid Frost and Egyptian Lover showed up.

The problem with Dennis Romero's writing is that there is no critical thinking involved. I think this guy used to do too many drugs back in the early rave days and now he is just a bitter old critic. It is so sad. I've seen Dennis post about topics he is clearly misinformed about on numerous occasions. He used to be a respected journalist and now he is nothing more than a hater and a liar.

I don't respect many of journalists who are currently on staff at the weekly.  I dislike Dennis' work because it is poorly written.  But here it is poorly written about a subject that is equally poorly investigated and covered by any of the local newspapers and/or respected media outlets (LAWEEKLY included).I don't think LA CAN is the representitive who I would want to listen to about this subject either. LACAN is misinformed, ignorant and corrupt for their own self preserving needs and interests (aside from being a non profit front for many of the drug dealers and felons that plague Main Street).The issue here is Los Angeles in the best of times did the minumum in providing affordable housing and creating beds for the most displaced members of its society.In fact during one of the greatest economic booms in a century this city allowed hospitals to dump indigent patients directly from ambulances onto the streets in skid row while instead of providing more beds and housing for the cities homeless as mandated by law the local government created a tent zone which allowed homelessness to continue unabated on the streets of this city.This is the cause and disgrace here not some has been performers playing to a handful of spectators and poorly reported on by Dennis Romero.The tragedy is that if the people and government here in Los Angeles did not care on a human level to correct what I beleive is one of the grossest examples of failure in American society - what do you hope they will do now during one of the greatest economic depression of just not our but anyone's lifetime?But all of this should not excuse media outlets like the LA WEEKLY from reporting about it on a consistent level and meaningful level.Here in Los Angeles we do not need an occupy movement to show people are finally disinfranchised and sick of living below poverty - we already have thousands of people who occupy LA every day and night all over our streets - yet their faces and our city's inability to finally correct or address this situation remain nameless because news outlets like the LA WEEKLY do not consistently report upon or call out those responsible.But keep talking about some "concert" or whatever it was.  What is wasn't was a platform to get people to finally address the issue of Los Angeles to deal with this city's spiraling homeless population.  Just read this board which is the most anyone has written about what happened on Sunday and it just proves as meaningless as what the politicians are doing to fix it.

Hey, Dennis Romero. This article was complete misinformation and I feel sorry for anyone who missed the great event that DID happen yesterday. A free concert on Skid Row in support of the largest population of homeless Men, Women, and Children in the nation. I find it disgusting Dennis Romero that you would sit down and waste your time trying to discourage people from participating in this marvelous community event. Some of the pioneers of Hip Hop came out to perform for free and speak directly to the people of Los Angeles about community development. You see Dennis Romero, Hip Hop music is a music of and for the people. It is there to educate and uplift. It does a great job at this and it does it for free. You just have to listen to participate. The even started at 1:30pm (just as Chuck D. said) it featured Public Enemy, Kurupt, Medusa, King T. Yo Yo and many others. This event was peaceful it was uplifting. It ended early at 5pm in respect to the people of the Skid Row community. There was free food and free books for all that would like them. This was a nice music and arts festival and I pity anyone who missed the opportunity to participate. Thanks Dennis Romero, next time we want to hear misinformation we will seek you out. I can' believe you get paid to lie to people in print. Must feel really good. The group all stayed for hours and took pictures with tons of people! It was amazing to see an event like this happen it's still going on. Chuck D, Mellow Man Ace, Medusa , yoyo and more are still there!!Public enemy played an awesome set including 911 is a joke, shut em down and fight the power. I feel honored to have witnessed it. It was unbelievable!!

any special event requires permit and liability to protect the public, I guess the city is just doing their best to protect any troubles that might occur. We all have to pay dues just like very body else. I just didn't understand why couldn't just pay for the permit and make it legit?

Any suprise that this entire thing is a cluster fkc - look at the group involved.LA CAN is one of the most notorious "for profit" fronts for drug dealers, users and miscreants that continue populate skid row.  Pete White and his drug cronies and felons make thier living off of checks from this "non profit" and it is this group in particular that is directly responsible for the ongoing and perpetuating low quality of life in the Downtown area.Pete White and his organization would not know how to truthfully answer a question if the answer were given to them.LA CAN  = LA CAN'T TELL THE TRUTH

LA-CAN is fighting the good fight....they're not ranting about what's wrong on the row, they're working to fix it within a human rights framework.  The fact that monied interests hate LA-CAN should count towards their legitimacy rather than against them.

BTW, the festival was great. Show me a picture that depicts it as a cluster fuck? Did the cops get involved, no, they didn't...and boy were they there.
