VIDEO: L.A. Sheriff's Deputy Punches Special-Needs Woman on Bus

The L.A. Sheriff's Department is up to its neck right now in allegations of gang-like behavior and beatings by deputies gone rogue.

This cellphone video, shot by Bellflower bus passenger Jermaine Green on Monday night and aired by NBC LA, won't help. It shows two sheriff's deputies climbing onto the bus, confronting a woman pushing a strollerful of pillows (she apparently has special needs) and, uh, socking her in the face.

The cherry on top:

Green claims the male deputy approached him afterward and said, "You can be under arrest if you don't give me that video." Chump move, but we can see why he might not want this horrific footage to hit the Internet:

Strangely, Green tells NBC reporters that the deputies called the woman by name before punching her lights out -- suggesting they might have a history with her. When they told her to get off the bus, the victim reportedly starting cussing and calling the male deputy a "bigshot." (Which was enough for him to feel, somehow, that excessive use of force was in order. "Then he gave her a big shot," says the videographer. Heh.)

Green adds that serving six years in the army taught him this is never, ever how you treat a nonviolent civilian. Ouch, Baca: Your fleet is now getting schooled by war vets on simple rules of engagement.

"It was like they were tired of dealing with her so they didn't try to talk to her or anything," Green's fiance, Violet Roberts, tells NBC.

As for the attempted confiscation of Green's cellphone -- a classic intimidation tactic, especially under the sheriff's constitutionally challenged policy on photographing deputies in action.

We've contacted the Sheriff's Department for comment.

Update, 10 a.m.: Sheriff's spokesman Steve Whitmore just called us back to give us some history on the beatdown. Here's what he says:

"We got a 911 call of a violent woman on a bus, [saying] she almost attacked an elderly man. Lakewood deputies responded. And we know this woman by the way -- she has 4 previous arrests and convictions for assault on a police officer. ... She's a large woman with some mental challenges, and she became aggressive toward our deputies."

Whitmore says both Internal Affairs and the Office of Independent review are monitoring a use-of-force investigation "as we speak." He won't give us the names of the deputies involved, but says they'll be interviewed for the investigation, along with a review of the 911 tape and cellphone video.

Green, the man behind the tape, has "made some allegations against us," says Whitmore. "We're certainly going to look at that."

We ask the spokesman if said investigation includes the deputy's alleged attempt to snatch Green's cellphone, after the fact. Whitmore plays it safe on that one: "Everything is going to be looked at," he says. "Everything. If something's inappropriate, we're going to take the appropriate action."

I know it's not what we want to see, but the deputy was dealing with a woman who was irrational and may injure someone.  She needed to removed from the bus due to her behavior.  When asked to get off the bus, she refused and hung on to the bars.  The deputy used a distraction strike to get her handcuffed and off the bus.  All of us can see that there was no injury to the woman.  The deputy got her off the bus and the bus was able to move on. 

I want to thank every deputy for those of us who ride the bus because she has assaulted four of you in the past.  It can be a scarry situation when these mentally ill lose it and they become enraged.

If green wasnt such a puss he could have stopped her with his 4yrs of army training. people are not prefect and  training helps but untel your in that moment we need not to judge. if i was this lady having a bad day i would want the fat of a arm hitting me than getting stund or hit with a stick. we dont know what this officers go throw on a daily bases and if it was easy im sure there would be more of us on duty. but heres a little inside i live in the area and these cops get shoot at by people. And they turn and pull guns ,knifes, young and old and they have sec to think what to do put your self in there shoe see how you do! better yet go on a ride along any one can do it its free and in bellflower any day is a good day then you have the right to judge this officer the more we dont suport this guys the bad things happen.

wtf are you talking about? we put ourselves in her their shoes when we saw the video footage. there were other things that could have been done before hitting her.  What is the purpose of the sheriff deputy having mase? for looks? You say Green shoud have stopped her.  Green has witnessed more serious war issues than what was going on with the lady on the bus. If he Green witnessed her hariming someone I doubt he would have sat there.  you say cops get shot by people, have you done the percentage of cops who shoot innocent citizens?  The ratio is higher.  Have you been in sheriff custody to witness the mis conduct?  Most recent a male goes into jail for a traffic ticket and gets beat up by sheriff deputys.  And you would prob say he deserve this.  If the sheriff deputy was doing his the job the way he was trained to do, then why was he requesting Green to hand over the video footage?

And the military's Rules of Engagement don't allow for this type of behavior.. that police can get away with. And I don't care what kind of day or week the officer had, you don't hit a person they know is mentally challenged... she was getting disruptive, but she didn't act out in a violent way.. shedidn't touch anyone.. that we know of. The Sherrifs spokesman said.. she almost hit... That doesn't count..  Words are protected under the First Amendment... The court has allowed limiting of those words, but ultimately.. all speech is protected by the First Amendment..... Just because they let some speech be blocked by a federal law....doesn't make it Constitutional. There is no exemptions... given to congress or the court to allow for any type of restrictions under the First Amendment. It's quite simple... but the court hasn't done their job in protecting the Constitution. What part of   (congress shall make no law) is not understood?????? And under the 14th Amendment.. all government isn't allowed to Violate a citizens PRIVILEGES and IMMUNITIES guaranteed by the Constitution. It also prohibits the governments from enforcing laws that violate a protection granted under the Constitution.

That would just be foolish, and sinking down to the level of a thug. And if the cop felt his life was in danger he could have just shot and killed Green. Which I believe is illegal, and Unconstitutional no matter how many laws passed. The RIGHT to kill.... because you felt your life or others MAY be in danger.....  There is nothing in the Constitution that says killing anyone is legal....  The only execution used in the Constitution.... is a necessary and proper section.....  To make all Laws which shall be necessary and proper for carrying into EXECUTION the foregoing Powers. 

 And did everyone see my post about the First Circuit Court of Appeals ruling the the " people have the right to video/photograph the police while on duty????  There was a story I found on the Dailytech website... It wont let me post a link for some reason.... or you can google or bing it....

AHHHHH.. the second time it was blocked... Story on DailyTech  * Com.  First Circuit Court Rules that Citizens can videotape police while on duty.   The story is from August 31, 2011, I've had issues trying to post with web links????

I posted this a few days ago, and it said that someone had to review my post before posting????  It was a link to a story about the First Circuit Court ruling that allows police to be filmed while on duty. These are the kind of scum that need to be prosecuted. But the justice system will never do the right thing and prosecute them and send them to prison. They protect they criminals they employ. There is no way as citizens of this country that we should have to put up with this Nazi police brutality. The assaults and threats that violate our rights. I'm not sure who to be more afraid of, the criminals or these legalized criminals. Americans need to take a closer look at what's going on, and something needs to be done about this bullshit. These aren't police officers, they are criminals with badges.

Those deputies need to be fired, right now they are simply in a time out.  The sadness of it all is they did ot only assault someone who simply boarded a bus, they profiled a witness, intimidated and threatened that witness.  They have no skills to deal with the public at all and should be dismissed......sad what people who where a uniform think they can get away wth.

Ronald Reagan has NOTHING to do with a cop punching this SPECIAL NEEDS WOMAN in the face!!   As far as this law, years have passed and plenty of time to reverse the policy if anyone REALLY wanted it done.  Always blame someone else, it's SO much easier. Ok so the police department compounded the lie that she was violent .  THh investigation should now move to a cover up within  the LA Police. There was no violence from the woman , it was an unprovoked attack and saying  she "almost " attacked an elderly person gives the police no more credibility.  Clearly, this officer should be fired an an internal review made .

Props to Green for not being punked into giving up his video. I would have been nervous if police were trying to intimidate me.Really incredulous that guy would punch her in the face on a bus full of witnesses. Makes you wonder how many police shootings or resisting arrest charges are actually super overreactions like this. If that video didn't exist I'm sure the story would have been the lady was resisting arrest

I never argue with cops, I just tell them that the discussion is over. And the data in the camera or phone is protected under the 4th amendment so some filthy offspring-of-a-whore piggy can not destroy it to hide his tracks.

I think tazing her would have probably been better (in terms of calming her down) than a direct punch to the face which I hope is not a valid police "tactic."

But here's the problem with that....  They know she's mentally ill, and they taze her, there by causing an unforeseen reaction. They can be held liable for a death. Think a bout it, she's probably on medication.    Most police that end up killing someone with a tazer, get off because the suspect had some "illegal" drug in their system which could have caused the death.....
