Jimmy Luong, L.A. Ecstasy Kingpin, Gets 22 Years Behind Bars

Categories: Ecstasy

And then there was agony.

Jimmy Luong, a 30-year-old from Monterey Park, was somewhat of an Ecstasy kingpin in these parts, responsible for the distribution of at least 1 million pills in just a few months' time, according to the U.S. Attorney's Office in L.A.

Now he'll be living in a cell ...

... for 22 years, the office announced today.

That was the sentence handed down by United States District Judge Stephen V. Wilson, who said Luong's Ecstasy business was "extraordinary."

Thumbnail image for ecstasy bags wide.JPG
U.S. Attorney's Office
Ecstasy seized from Luong's operation.

Luong had pleaded guilty to conspiracy to traffic Ecstasy, conspiracy to make methamphetamine, and possession of an illicit, custom-made assault rifle.

The 30-year-old had a stash house in the City of Industry that included a meth-making operation, feds say. (Meth is a component of Ecstasy, though it's not clear to us if that was the point, or if the speed manufacturing was a sideline.)

Law enforcement found more than 750,000 pills at that location and at another tied to Luong on Arcadia. The ring was felt far and wide in Southern California: The investigation even involved Beverly Hills Police.

The bust came the same summer 15-year-old Sasha Rodriguez died from an Ecstasy overdose after she attended the controversial Electric Daisy Carnival rave, a connection that didn't go unnoticed by U.S. Attorney in L.A. André Birotte Jr.

He said, at the time:

The death of a teenage girl at a rave several weeks ago and the huge number of tablets recently seized from this drug ring clearly demonstrate that Ecstasy is a growing problem. We have now dismantled one large-scale Ecstasy ring, and other MDMA traffickers should know that we're coming after them next.

Fifteen other men were indicted in 2010 as part of Luong's ring.

Prosecutors wrote:

Most significant was the scope of these conspiracies, which included distribution of at least 1 million Ecstasy pills over a several-month period, along with manufacturing at least 500 grams of methamphetamine from defendant's massive and chemically dangerous laboratory in the City of Industry.

While cocaine and heroin used to be big targets for the DEA, you can sure bet that Ecstasy is on its map. DEA Special Agent in Charge Timothy J. Landrum:

Ecstasy use, particularly by our teens and youth, has continued to increase during the past 10 years. Today's sentencing sends a message to those who prey on our communities by manufacturing and distributing these dangerous drugs. DEA and our law enforcement partners will not rest until these criminals are no longer able to prey on our communities.

So the next time you drop, kiddies, think about the kinds of shady people it took to get that pill to your tongue.

Meth is not a component of ecstasy. Sometimes there are pills that are cut with meth but it is not a part of every pill. And the last sentence...it should say "pop" not "drop." Get your lingo correct Mr. Romero. And why don't you open up an AP style book while you are at it.

Wow so sad, what happens when friendly fun gets invaded by the heartless/ sadistic LA teenagers and turned to a drug-fueled million dollar franchise. The music is repetitive and brain washing. Mdma should have been man's door knob to the brains unknown instead of a guilty pleasure and schedule 1 controlled substance. Nothing will be the same.

"meth is a component of ecstasy"

This is extremely misleading.

Some "ecstasy" pills contain methamphetamine, but this is not desirable and these are known as "adulterated" pills. MDMA (the original ingredient in ecstasy pills) is not meth and is actually much less harmful than meth. Here's some facts about MDMA for the idiots:

* Overdoses on MDMA are extremely rare. Actual deaths from MDMA use are almost non-existent, around 3 - 10 deaths per 15 million uses. Compare this to tobacco which causes 6 deaths per 10 uses (400,000 deaths per year in the USA) or alcohol which causes between 50,000 and 100,000 deaths a year in the USA.

* MDMA does not cause holes in your brain. This is completely false government propaganda which has been scientifically disproven over and over again. MDMA may cause some slight neurotixicity though, so it's best to use it in moderation.* Only a very small percentage of MDMA users experience addiction, unlike alcohol, tobacco, heroin, cocaine and methamphetamine where a high percentage of users become addicted.* MDMA may have many medical uses, such as in therapy for people with post-traumatic stress disorder (PTSD). It is currently in stage II human trials for treatment of PTSD.

Revoran:

Sorry to bring the bad news, but MDMA is an acronym for 3,4-Methylenedioxymethamphetamine. Do yourself a favor and read that last part. I believe it spells out "methamphetamine."

"(Meth is a component of Ecstasy, though it's not clear to us if that was the point, or if the speed manufacturing was a sideline.)"

There you implied that the production of methamphetamine and MDMA are related. MDMA is synthesized from safrole oil. Methamphetamine is not a precursor or even byproduct of the production of MDMA. Also, speed is a street name for amphetamine, not methamphetamine. Did you do any research before writing this article? Please stop perpetuating the harm that the war on drugs has caused to our society by spreading misinformation. Portugal cut drug abuse in half 10 years after decriminalizing all drugs. Why not write something about that and actually do something beneficial?

The next time you take on an assignment, Dennis, educate yourself and maybe one day you'll put out informed, objective, well written articles.

JeremyWatkins1

No, MDMA is an acronym for Methylenedioxymethamphetamine; MDA is an acronym for 3,4-Methylenedioxymethamphetamine; also, sorry but in the world of chemistry compounds that does not mean a thing, due the fact that altering rings and compositions (even slightly) does make a huge difference! Also, much of our legal OTC drugs are amphetamine (a salt or byproduct of methamphetamine) based.

What you failed to capitalize on the dearth of the fifteen year-old is 1) how she is in very small company, as ecstasy (even counting Piperzine or experimental compounds) has a miniscule mortality rate of less than 1%; in the early 2000's was about 0.0002%.

2) Was her pill MDMA or something else; purity has decreased 5 times since 2000.

3) Her lack of knowledge on how to take it safely, which is more on the hands of our accepted "just say no" crusade.

Sorry, when I said tobacco causes 6 deaths per 10 uses, I meant to say that 60% of tobacco users end up dying from it. Obviously 6/10 people don't die from smoking one cigarette.

So i realized hopeless Romero has a job as STAFF writer for LA Weekly simply due to the discussions between the informed and ignorant that take place on his blog, as well as the ones who state the inadequacy of the article....wonder what it feels like to just be slammed on every article you write

It is not humanly possible to die of an MDMA 'overdose'.. Do your research. Clearly she wasn't consuming pure MDMA or she died of something resulting from unresponsible rolling like dehydration or hypothermia. 'ecstasy' is not the problem.. 15 year olds being allowed into EDC and sketchy people making shitty drugs which are mistaken for MDMA by idiots without testing kits are. Kthx

A really good article will provide the reader, unique, insightful and relevant facts, important past and present details, several points of view, and most of all it's author will remain neutral about the content. This article would have been much better if you had left out the "shady" comment.

We shouldn't be arguing over semantics here. The issue is WHY it is illegal. I put something into my body, that's my free will. I'm not hurting anybody. Why are YOU telling ME that I can't do something when it has no effect on YOU whatsoever except make you jealous that you're not having beautiful women gyrating against your body? Dont be mad homie.

Seriously just legalize it. It sucks that a 15 year old died, but to say that is sufficient cause to ban ecstasy is ridiculous.

the argument revolving around that notion is someone has to pay for the cleanup of instances of deaths....i.e. taxpayers...think about why the seatbelt law is enforced, its the same concept though, you having your seatbelt on/off doesnt hurt anybody but you

that ONE girl is reported dead, and our government invests how many thousands of dollars into putting this guy behind bars? That money could have gone into education systems, supplied books, financial aid...more useful things. Maybe we should re-think cars, fast food, sports, LIVING IN GENERAL, ~ since all of the above individually sum up much higher death tolls. And if your concerned about your childs' well being, I would suggest EDUCATING them about drugs, not pretending they don't exist and trying to remove all of the substances from our country (that's not going to happen). If people want to do drugs, let them, no one is forcing you to do/not do drugs, I thought this was a FREE COUNTRY. And again, if your so concerned about loosing a loved one to drug abuse, or drug overdose, you should again recall that was their educated/uneducated decision. Get educated and worry about your own business! Idiots.

great point... if you took the ecstasy related deaths / ecstasy users and compared with oh lets say alcohol related deaths / alcohol users I think you would be seeing a huge disparity.  If the point is to save lives, the money and resources are definitely going to a far smaller pond.Heres some numbers from the UK, I'm sure ecstasy use has increased dramatically since these numbers came out, but I'm pretty sure there is still a huge gap.

TobaccoIt is estimated that each year in the UK around 114,000 people die from tobacco-related diseases, particularly from cancer, respiratory diseases and heart disease. [1]AlcoholEstimates of annual alcohol-related deaths in England and Wales vary from 5,000 to 40,000. This includes deaths from cirrhosis of the liver and other health problems from long-term drinking, deliberate and accidental overdose, traffic deaths, fatal accidents while drunk etc. [2]EcstasyDeaths associated with different illegal drugs are also difficult to judge accurately. One exception is ecstasy with over 250 ecstasy-related deaths being reported between 1999 and 2004. [4]

Disclaimer- I have never consumed MDMA, Ecstasy, E, Molly, or any variation of an MDXX or other schedule I amphetamine.

I am simply somebody who is interested in pharmacology and the drug war, and had this article show up on my Facebook feed. While reading through the comments, I was alarmed by the amount of ignorance in the Facebook comment thread, but dismissed it due to the fact that you are bound to find a lot of misinformed people, especially among drug abusing (note- abusing, not using) party kids.

However, I was far more alarmed by the actual article presented here, and Dennis Romero's ignorance. As a professional reporter, it is his responsibility to get the facts and information out to the readers in an informative and entertaining fashion. While the article is definitely entertaining, it fails to offer the reader any real facts about MDMA, and therefore cannot be considered informative, either.

Here are a few statements from Romero's article that are factually incorrect or grossly misleading (I will respond to all of them at once, following the list):

1. "(Meth is a component of ecstasy, though it's not clear to us if that was the point, or if the speed manufacturing was a sideline)."

2. "The bust came the same summer 15-year-old Sasha Rodriguez died from an ecstasy overdose after she attended the controversial Electric Daisy Carnival rave, a connection that didn't go unnoticed by U.S. Attorney in L.A. André Birotte Jr."

3. "So the next time you drop, kiddies, think about the kind of shady people it took to get that pill to your tongue."

(Keep in mind, the following info is all easily found on Wikipedia, google searches, and in scientific journals.)

To start this off, you need to understand what MDMA (shorthand for Methylenedioxymethamphetamine) actually is. It is an amphetamine drug known for its ability to induce empathy. When it first came into prominence, it was used as a therapeutic drug for treating PTSD by psychiatrists, before it became popular as a recreational drug. Users, consuming 100-150milligrams recreationally, would experience mental stimulation, a feeling of energy and well-being, and the aforementioned empathy. In fact, the original street name for the drug was "Empathy", shortened to E, and later expanded to Ecstasy in later years (following its prohibition). After coming to attention, it was quickly Scheduled and prohibited by the US government as a substance with no medical value, despite previous uses in therapy.

Due to the drug's prior popularity, this pushed manufacturing underground, and into the hands of illicit dealers and manufacturers. Once relegated to the black market, dealers realized that they could "cut" the MDMA with other drugs, and most of their consumers would not be aware of the difference.  This led to many pills being cut with questionable designer drugs with no history of use or safety profile, dextromethorphoan, caffeine, other amphetamines, and meth- all of which are more easily available and safer to procure (relative to the punishment from law enforcement) than MDMA or its precursor chemicals. Indeed, in recent years, the so-called "Ecstasy" tested and seized at festivals contained no MDMA whatsoever, therefore not actually qualifying as Ecstasy (unless you choose to use the term as a catch-all that means nothing).

Returning to MDMA and its effects, it is indeed noted as neurotoxic in frequent large doses, but has never shown any physiological or psychological damage when taken infrequently (1-2 times a year), and in moderate doses (the aforementioned 150mg). It is indeed possible to overdose on MDMA, but it would require taking doses well over a gram in a short timespan, and nobody actually knows what Ms. Rodriguez actually took- remember, Mr. Romero, you don't even know what MDMA is, let alone what was in the pills she took. Odds are Sasha Rodriguez did not overdose on MDMA, but instead on some unknown designer drug that was sold to her due to the prohibition that prevents safe, clearly labeled drugs to be distributed to people.

To get on my own personal soapbox here, if the government properly legalized and regulated MDMA for human consumption recreationally and therapeutically, we could eliminate these deaths, get the money out of the hands of drug dealers, and focus on legitimate threats, such as the violent criminal cartels pushing methamphetamine, weapons, and human trafficking. People don't buy drugs from criminals because they want to- they buy drugs from criminals because morons like Romero push lies to the public, and keep them in danger.

The holes you are referring to come from long term continuous use. As in every weekend recreationally for about two to five years for any long term damage. Even then the damages are still not as lethal as smoking a cigarette.

As for your argument for people who die. They die from an overdose. That means an excessive amount that their body couldn't handle. Which would pertain to any type of drug in general terms.

So before you even bother opening your trap after reading the top search on google about the side effects of ecstasy. Do some more research and use a little common sense. Because from my perspective you just have a big ass hole where your brain is suppose to be. And judging from your defense you are not an avid user.

JeremyWatkins1
JeremyWatkins1

No there are NO occuring holes in the brain at all! The holes in the brain caused by high doses of methamphetamine (Primate subjects all died) in the Recaurte study and as seen on MTV (as a result of POLYdrug use) were areas of inactivity due to MASSIVE reduction serotonin.

lol if you're still that misinformed about ecstasy, it's best to just not talk. The guy who did that study officially retracted it because it was absolute garbage. He 'found out' the vials of MDMA were switched with methamphetamine. After obtaining vials of lab tested MDMA he was unable to reproduce anything even close to those results after multiple testings throughout different conditions and dosages. Stop spreading idiocy due to your own ignorance. Thanks.

The "holes in the brain" study was retracted, as was an additional study by the same researcher who has been on NIDA's multi million dollar payroll since 1989. That study is no longer valid and was pulled by the researcher himself; he killed all of his primate subjects by administering lethal doses of methamphetamine.

MDMA is in phase 2 of FDA trials for PTSD; and it has shown to reverse symptoms of Parkinson's.

Keep in mind, that most street ecstacy is NOT MDMA; as there has been a reduction of purity from 65% to about 15% since 2000.
