Paul Chapel, Ex-Teacher at Telfair Elementary, Is Latest Alleged Molester That LAUSD Kept Under Wraps

Seriously, what is with all these old men (allegedly) touching kids at L.A.'s low-income schools?

The October 8 arrest of a former third-grade teacher at Telfair Elementary -- Paul William Chapel, 50 -- is the latest big reveal in the media hunt for more LAUSD child molesters, after Miramonte Elementary was found to be a cesspool for pervy adults.

The LA Daily News reports that Chapel...

... was charged with 16 counts of "continuous sexual abuse against three girls and one boy, all under age 14, between Sept. 13, 2010, and April 15, 2011." Those include "nine counts of committing a lewd act upon a child" and three counts of "committing a forcible lewd act" -- in which police say Chapel used "force, violence, duress, menace and threat of great bodily harm."

Telfair Elementary is located at the edge of the Valley, in minority-heavy Pacoima.

Unlike with Miramonte's infamous Mark Berndt, the dirty details of Chapel's alleged sex abuse haven't been revealed. But with charges this serious, and a bail set at $2.2 million, it sounds like he may turn out to have been a serial sex monster.

Yet in the four-and-a-haf months since Chapel was fired and jailed, Los Angeles Unified School District officials never once notified parents that their children may have been exposed to a pedophile.

They express their shock to the Daily News:

Outside of Telfair, parents expressed frustration that they hadn't been told that a teacher had been arrested on sex-abuse charges. Their comments echoed those of parents at Miramonte Elementary School in South L.A., where authorities kept their investigation of a teacher secret for more than a year.

"We were never informed of this. It's a big shock," said Sylvia Hernandez, who has children in third grade and preschool. "We would like to be informed. We'd like to know what's going on with our children in school. That's the least we can expect. We send them to school and you expect for them to be taken care of here."

As far as we know, LAUSD isn't required by state law to notify parents when something like this happens on campus -- and teachers unions are known to discourage any official accusations against teachers until the verdict is in. (In an investigation by the Dallas Morning News of similar policy in Texas, a union rep said, "It's hard to know how to come down on it. You have to find that line to protect kids and not get into a witch hunt mode against teachers.")

But in Berndt's case, for example, additional victims who may have been fed semen by their teacher didn't know to get an STD test. During the year-long investigation after Berndt was fired, these kids were under the impression that they had participated in a harmless "tasting game."

When the media breaks a story like Chapel's -- instead of LAUSD or the LAPD -- it gives residents the impression that these creeps are everywhere.

Superintendent John Deasy chose to relocate Miramonte's entire teaching staff yesterday, to give the impression of a full-house cleaning. But what's different now than a year ago, when district heads first laid eyes on Berndt's horrid photographs? And if Miramonte teachers are all given this "contaminated" label, how will they be received at other schools? Are those schools so clean themselves? We could have a hundred Miramontes in this district, for all we know.

To dispel the fear, parents must be notified immediately when a teacher is arrested for child abuse. We thought the media was behind this witch hunt -- but it's really LAUSD, with all its union-catering secrecy. For more, see: "Miramonte's Berndt Got $80,000 From L.A. Update: Deasy tells CBS LA that there is something "fundamentally wrong" with the California laws that make it near impossible for the district to fire teachers. He also says LAUSD is considering a psychiatric evaluation during the hiring process.

3 years ago my  sister in law brothers was goin to telfair and chapel was his teacher....when her mom heard the news she said that she does think is true because one time when she went after school to pick her son up ,mr chapel had a little girl siiting on his lap,and she said that as soon as chapel saw her get there he put the little girl down.

Telfair elemntry has an early head start program, now I wonder if that sick monstter was ever allowed in there with 2yo that can even tell on him yet :(

The lesson to be learned here is that men should be discouraged from teaching primary education. Normal, healthy men do not naturally desire to spend all their time with young children. Those who insist on pursuing a career in primary education should be held to a higher standard than their female counterparts. This isn't sexist so much as it is an acknowledgement of human nature.

Someone needs to check back to 1997 when Paul Chapel was arrested for molesting an 8 year old neighbor boy.  Physical evidence was found on the boy's underware per LAPD telling LAUSD heirarchy.  The boy refused to testify (don't know if it was his parent's choice or his own fear) and after a year or so charges were dropped.  Paul was reassigned from Andasol El to Telfair and seems to have proved that pedophiles DON'T QUIT.

All the dirty little truth about Paul Chapel and his pedophile activities - including all that I knew and some that was even kept from those of us who should have been kept in the loop - is in today's (3/7/12) LA Times and Daily News.  It was know about the DNA on the boys underware by LAPD to LAUSD when he was set free and sent to Telfair - did one administrator or principal give a heads up to Telfair - who knows after 15 years and how many principals. Do think the principal at Andasol gave an on the QT heads up to the Telfair principal, but again, how many principals have come and gone in 15 years.  How that DNA info was NOT kept in some file, any file on that sicko is inexcusable.

This is crazy.  In 1991, he was my 4th grade teacher at Andasol Avenue Elementary.  I don't remember him being weird but who knows I was only 9.

 I can go back further than that.  He taught me Biology in 10th grade in 1986 when he was only 24.  He was friendly and nice then too, but there was always something a little creepy about him.  From what I understand he was fired even then.  Amazing that the trend was never caught when it goes back over 20 years.

He was also my 5th grade teacher at Andasol elementary back in 95'ish and I don't remember him being a perv but then again I was only 10 years old.. I just remember him being really nice he took all of us to a dodgers game once but thankfully my dad came along with me :)

I had Mr. Chapel as well back at Andasol Elementary back in 95'ish...he was always real nice. Gave kids candy. Looking back some things could be deem suspect but I was only 10. Its sad he was a nice man. Wolf in sheeps clothing.

I just walked by Telfair Elementary a couple of minutes ago & I was wondering why so many news reporter were there.. & to my shock I found out that my former teacher, Mr.Chapel, was accused of Sexual acts upon children.. I'm 17 now & all I can remember is that he was always so friendly. Its still so unrealistic to me...

When I heard this on the News early this morning, I honestly could not believe it. This was my 3rd grade teacher when i attended Telfair Elementary School, now i'm 20 years old. It made me sick to my stomach because I do remember him always petting and hugging his students and myself. Mr. Chapel would reward us with candy, pop corn, etc. And as a child, one just thinks that he was just being nice because one is so innocent and naive. It is sad to know that parents can't even feel comfortable leaving their children at school where they spend 7-8 hrs a day.

Hi, i worked at this school 10 years ago n remember him, im shock o hear this. Its importante for the school to inform patenta about this so they can find out if the ir on chisten Have been victoms. I remember the one particular student referring to him as weird but I thought nothing of it a the time. Ugh makes me sick. Cause I'm sure he is not the only teacher doing that :-(

Hey, it would be really helpfull if you were to come to the telfair elementary meeting today at 5 to let them know,because according to them this has supposably only been going on for a year!When everyone who ever attended that school and new him knows how he was!

Christopher Neal, to call UTLA a cancerous sore would be an insult to cancer. Only the word evil suffices to describe your tactics. First, you blame the administration as if the staffers at these schools have no moral imperative to report suspicious activity even though they are the only ones in a position to observe the goings on at these schools on a daily basis. Next, you invoke 'due process' to defend these vampires. You can't even feign concern for the children over the interests of the adult staffers of these schools.

Efrain, lay down your hangman's noose, and call off your lynch mob.  Even a monster deserves due process in our system.  In your hysterical calls to lynch this monster, you will incite others to persecute teachers who will be falsely accused in this hyper-emotional climate.  The VAST majority of teachers work extra hours and at their own expense to help our students.  Parents may care about their own children, but NO ONE cares more about ALL the children in their classes than does their teacher.
