DREAM Act Application Goes Live: Undocumented California Students Can Now Apply for Financial Aid

It's here! The day Republicans have been dreading and undocumented California students have been fighting for since 2001.

College kids without U.S. citizenship can now apply for "conditional permanent residency" via the official DREAM Act application, which will allow them access to state financial-aid funds.

"Good news" ...

... Tweeted the California Dream Network. "California AB 540 students (DREAMers) can now apply for CA financial aid through the CA #Dream Act."

Indeed! The application appears to have gone live on the California Student Aid Commission's government website.

Applicants are reminded that this is not a FAFSA application, and will merely "determine eligibility for California student financial aid."

Students must meet the following criteria to apply:

  • Have attended a California high school for 3 or more full academic years between grades 9 through 12. They do not need to be consecutive years;
  • Have or will graduate from a California high school or have attained a G.E.D.; or received a passing mark on the California High School Proficiency Exam (CHSPE);
  • Register or be currently enrolled at an accredited institution of higher education in California;
  • Not hold a valid non-immigrant visa (F,J,H,L,A,B,E, etc.);
  • Demonstrate financial need and meet all other program requirements.

In the months since Governor Jerry Brown signed the historic AB 131 legislation, the estimated cost of handing out state aid to illegal immigrants has risen from around $25 million per year to around $65 million.

The state Legislative Analyst, Steve Boilard, blamed this massive discrepancy on the rising cost of UC and CSU tuition.

"This legislation essentially says to these students, 'The taxpayers will cover your tuition,'" he told ABC7. "So if the tuition goes up, the taxpayer cost goes up."

Boilard also noted that legal students might see their own grants shrink once the DREAM Act went into effect.

But Assemblyman Gil Cedillo (D-Los Angeles), the bill's author, has argued all along that undocumented immigrants who have achieved the same academic feats as their U.S. citizen peers deserve the same opportunities to advance. Especially seeing as many are "in the country through no fault of their own."

Which, of course, has set SoCal conservatives reeling.

But as of today, the power is in the hands of the DREAM generation. Have at it, y'all!

Im agree with you. If your brother didnt get the scholarship is probably becuase hes GPA is not to good like our illegal GPA is. And by the way Im a citicen and I got a 50000 dollar scholarship.

It kills me becouse my parents pay taxes just like anyother persone would even though they are undocumented. mean while those taxes are going to selfish people who waist it on their wants such as cars and materials that have non to do w/ thier education. SO who ever tried to say that we Illegal Mexican just come here to ruin your country well um probly you should actually thank us for paying taxes and giving you guys money to spend on your WANT rather than your NEEDS

For those ignorant people that argue that illegals will be getting money and wasting it need to seriously reflect and see what AMERICAN kids do with the money they get from the government. I have a friend that uses his tuition money to go on shopping sprees and take trips to Guatemala. I have another one that used his money to get himself; a minifridge, a new computer, a new 48" monitor, a PS3, a cat, and went on a shopping spree. Stop being so hateful, in all seriouseness illegal kids and people are among the most hard working people I know. Yes its true, some hispanics are gangmembers and trouble makers; but then again there are blacks, whites and asians that are the same so please do not genoralize people. All I can say is I know when I meet my maker he wont ask me for a scocial security number, or treat me better because im AMERICAN but he will ask me for my name and hold me accountable for my good and bad deeds. I dont know about you but id rather have a lot more good deeds to anwser for than bad ones. Be open minded and give people an opportunity.

I don't understand how people can have such a strong opinion on an issue they are completely ignorant about. The CA DREAM Act does not give any special treatment to anyone. Everyone must be able to qualify for private funded scholarships, CAL Grants and BOG Fee Waiver in order to receive the help. And guess what there are undocumented workers that pay taxes they have what is called an Individual Taxpayer Identification Number (ITIN) that they use to report their taxes. I know this because my parents and I are undocumented, however my parents are California tax payers who cannot send their own daughter to college but help send other American children to college, now how do you that makes me feel. Then to hear such comments as these with such anger and misunderstanding saddens me.

How ignorant all of you are. This does not mean that just bc someone is illegal that they will receive aid. This only means that now they will have access to apply and be treated the same as a citizen. if the student is illegal but makes to much money, then s/he will not receive aid. They will just be treated as a citizen.

You should go to school and learn about it. Also, 'illegal' student will not receive any special treatment or advantage. THEY WILL BE TREATED AS CITIZENS and will be able to compete.

I came to this country when i was 13yrs old. I did not speak english but now i graduated from the best public university in the world and i am an Engineer.

So, I am a third generation California Democrat who just forked over $4000 so my brother also a third generation Californian can attend CSULB. And he couldn't qualify for financial aid, but an illegal immigrant can?

Look, if an illegal can get into any state college or university, I have no problem with that, as long as he/she pays the same rate as someone from NY or NV or NC who attends and pays a higher rate.

What makes my blood boil and costs liberals many votes is not only giving them a break on tuition, but now giving them aid on top of that?

And please don't give the "well its not their fault that their parents brought them here illegally" yes that's true, but can't the kid living in NY use the same "look its not my fault that I had to go to high school in NY, my parents chose to live there' excuse. so we should give them the same rate as a california resident?

I can never vote for the truly racist republican party, but the dems are fast losing their sanity and are themselves becoming an idiotic party divorced from the realty of the middle class.

I think its selfish of you to think that way. Yeah it's unfair that some citizens don't apply for aid, but your brother could earn money the hard way working for scholarships, not just by expecting free money like most people do, i mean there is much more help for citizens than for illegal immigrants. Plus we're all human beings. Being a citizen doesn't make you a more important individual than illegal immigrants..

As a student that is in college I know that legal students, not all because I am the few that use there financial aid money for college purposes. However, the rest of the students just blow off their money in material things that are not school related. For example, I have a friend that came to college applied for FASFA and got his check and spent it on a new PS3 and a "BRAND NEW CAR!". So, before you start pointing fingers on were the "TAXPAYER MONEY GOES" next time just think about where it REALLY goes too.
