Marijuana Dispensaries Banned in L.A. Per City Council Vote

The L.A. City Council today voted to put an end to the city's infamous and numerous marijuana dispensaries, citing neighborhood concerns and court rulings that have questioned a city's right to regulate the retailers.

Most of all, however, the council argued that L.A's for-profit pot shop scene was never envisioned by state lawmakers whom the City Attorney says wanted to legalize the nonprofit growing and sharing of cannabis among the seriously ill.

That interpretation, of course, is up for debate, but ...


... for now the city of L.A. is having things its way: No more weed retailers in the pot shop capital of the nation. Maybe. (See more below).

At one point LA Weekly counted about 550 of them, and in light of a lack of city regulation, it seems that the number has remained fairly constant to us. In fact sources have told us that some rogue shops have taken advantage of City Hall's lack of action -- it has been trying to regulate dispensaries since at least 2007 -- to open illicit pop-up shops that come and go quickly.

The council voted 13 to 1 14-0 to allow only nonprofit collectives of up to three people who want to grow and share pot for the medically ill behind closed doors.

The vote drew a raucous response from marijuana supporters in council chambers, tweeted to 89.3 KPCC reporter Alice Walton. Shouting ensued, she said, but law enforcement, at the ready, was told to stand down by council President Herb Wesson.

The core of the ordinance says that medical marijuana "businesses" will be banned until a "regulatory scheme" can be realized by the city, ostensibly after various challenges to similar bans and other pot shop regulation schemes are decided by the California Supreme Court.

Pot shop advocates have argued that shutting down the retailers will restrict sick people's access to medicine. Even LAPD veteran and councilman Dennis Zine argued for a less restrictive ordinance, saying, according to Walton, that the ban would push the scene back into the black market.

After a second vote next week the ban should go into effect within 90 days. Stock up, people.

At this point, shutting down dispensaries also hobbles rider-businesses - ie. smoking apparatus, referral services, etc. That 'etc' includes promoting my Pazuzu Trilogy - it's a horror story about war, religion, monsters and alien gods. It's a fictionalized OWS complete with the 1%, 99% and a delusional and downtrodden Middle-class. It is the city's fault that they failed to regulate the dispensaries!  Now all of the dispensaries who HAVE always done everything by the book and followed the law have to suffer because of it.  That is the city's fault, not the tax paying citizen who employs people and follows the law!!

    The dispensaries will not close, It will get overturned. People will still get it. You probably think that black hoodlums sell cannabis in alleys, well the face of the 'drug dealer' is your grandma, your aunt, your father, your neighbor. Normal, professional, hard-working, and loving people.

It's beyond pathetic to say that all dispensary patrons roll on stop signs and are running over children. Do you rally against bars and drunk drivers?  Do you protest against violent drunks? It must be better if we take expensive useless prescription pills and die like hundreds of thousands do every year.

 @andrescmt Andrescmt- the logic in your argument is beyond pathetic.  Of course I am against drunk drivers and violent drunks. However, let's stay on topic here.  The ban is against pot dispensaries.  Now, if you'd like to open this discussion up to other subject matters, then start a new forum.

Your rugrats should play in the yard and not in the street. Guess what?  They will try pot eventually and enjoy it, and have to deal with the fact that you lied to them with your disinformation and scare tactics.

This ban is not about Huizar's hidden agendas or accusations of corruptions. It's not about taking away your rights to smoke- the ban allows users to grow their own. This is about bringing safety back to our neighborhoods so our kids can play in the streets without you pot users trying to run them over as you leave the dispensaries with your fat joints/pipes as you roll through the stop signs or speed through our neighborhoods.  This ban is about taking back our neighborhoods! Keep your pot at home and out of mine!!

 Where do you think it came from before it's availability in comercial store fronts? Neighborhoods, yours, mine, everyones but in unmarked houses that look like everyone elses or in playgrounds next to schools and at all sorts of random places of oppertunity now if you want to look at marijuana as some sort of evil because of its waivering on the fence legality maybe you should look at those green crosses marking these dens of evil in carnate like the signs that megans law offenders have to post when they move in to a neighborhood and be thankful that you now know exactly where the bad people are keep your kids away from them

 @jackiegleason I am sorry, but I have not heard of or read one story about people buying pot running over children in the streets.  That is utterly ridiculous!  However, I have heard of drunk people coming out of neighborhood bars and getting into accidents or running people over.  Are you trying to get neighborhood bars banned too??  When you go into a liquor store and buy a bottle of liquor, you aren't drunk after paying for it and walking out with it in the brown bag.  Same with medical marijuana.  It doesn't magically make you high just because you bought it and walk out with it in a paper bag.  It is illegal to smoke it in the shops anyway.  Would you rather it go back to the streets where your children could  get it even easier??  Also, I know many pot smokers, and not one of them have ever, as you said "tried" to run over children while leaving a dispensary.  That is absolutely silly!!

And just to let you know, growing GOOD marijuana that gets the job done and effectively takes pain away is not an easy task.  It can be very expensive and could take years to get good at.  So please don't assume that growing your own can take the pain away like an expert growers marijuana can.  Many people's quality of life depends on these dispensaries.

I don't understand why they are passing Jose Huizar's legislation when the guy has so many allegations of corruption already against him. LA Weekly's own blog posted this headline back in 2010 "Jose Huizar, Los Angeles City Councilman, pressed to explain $1.5 million missing from Eastside pollution control fund" http://blogs.laweekly.com/informer/2010/12/jose_huizar_15_million_missing.php  He is basically stealing from the city, why are we passing his agendas?  He is basically LA's own Rod Blagojevich.

A buddy of mine had a pot shop open up next to his taqueria and business has gone WAY DOWN for him. Customers with kids don't want to take the Fam Bam to eat while smelling ppl light up next door.

I refuse to believe in the illegality. What history has taught us is that sometimes in making laws, the government is oh so fucking wrong. It's laughable that the government thinks they have any say over the legality of a plant we can grow right in our own backyards, when there are other things I can think of that are actually bad for humans that are perfectly legal.

What a bunch of bungling cretins.  They have no idea how widespread the blowback to this is going to be.  No matter what happens, the demand is going to skyrocket and people are going to panic.  Crime will rise as spots close. All kinds of shenanigans will ensue.  I always thought this was one of the most civilized and cosmopolitan things about tinseltown.  Write your scripts, direct your scenes, memorize your lines, record your sessions, cut your deals, write your hits...but you'll have to do it without weed apparently.  That's nucking futs--does the city council have any idea how the sausage is made here in lalaland?  They are troglodytes all of them!

Wow that's really disappointing.  I think if they succeed in closing all the dispensaries a lot of people working in post-production will just say fuck LA and move.  My clients will follow me, they don't care where I work from.

How is it that dispensaries are to be non-profit? Marijuana has MEDICINAL value for many people in need. Why can pharmaceutical companies ARTIFICIALLY manufacture medicine in labs for billions upon billions of profit, yet dispensaries offering a 100% natural herb for MEDICINAL purposes can't profit? Unbelievable!! This is just one of many illogical thoughts that our legislators in Los Angeles have.

 Non profit is the way to go... This does not mean a non P does not pay salary - they do and it can be equivelet to the cost of living - managerial compariable salary range - Like a Walgreens pharmacy manager making 85k - NP simply means you pay expenses and salary and nothing more...

Of course they did. That way they can instead continue to offer the citizens MONSANTO GENETICALLY ENGINEERED FOODS, FAST FOOD, LEGAL TOXIC CIGARETTES and keep us watching all those quality TV show and MOVIES that are promoted on the 4,000 ILLEGAL BILLBOARDS (placed there ILLEGALLY by big media Corporations) while fining Street and Mural Artists with felonies. Afterall, wouldn't want to "promote crime"... with a potentially healing plant that also can produce more additional resources in a more efficient way (ropes, paper, hemp, etc.)

 

The funny part about this is that the Federal Govt. ACTUALLY ALREADY OWNS the medical patient on marijuana (US Patent 6630507 - Cannabinoids as antioxidants and neuroprotectants)m which it then allows PHARMACEUTICAL COMPANIES to basically "launder" into a Pharmaceutical drug known as MARINOL.

 

"And I'm proud to be an American, cause at least I know I'm free..."Oh wait, actually, seems like we're "slaves" of the "Corporation" known as the United States of America. Votes like this seem to only make that more obvious... because as I said before, GO WALK AROUND THE CITY, you'll find more LEGAL CIGARETTE BUTTS and FAST FOOD TRASH on the ground than you will ever find a bunch of joints on the ground.Can anybody show us DEATH STATISTICS that prove this drug is more harmful than LEGAL CIGARETTES and LEGAL ALCOHOL? Can anybody show us CRIME RATES that prove this drug is causing more crime than say IRRESPONSIBLE GOVT. allowing IRRESPONSIBLE BANKING practices? Because I'm going to say CRIME is caused by GREEDY Federal & City Governments that want to "own" their "citizens" by controlling them and making decisions for them based on no actual, factual proof, but instead special interest in profit margins and control.

I attended today with the rest of Ressurrection NW. Is the only way we, the busineses are out of control, and the City of Los Angeles can afford to be looking over all this and the regulations/laws that are not clear from the Federal and State. Everyone is in agreement, that some people do need this medical MJ, however is being abuse by too many others to make ilegal money.

Not sure how this ban will fly since the state Supreme Court already reversed LA County's attempt to do the same thing earlier this month. Also, very disappointed that one of our major media outlets ran this story with a photo of a lunatic and the caption read "marijuana advocate." Hardly objective reporting. I think LA City Council is ill-informed and knee-jerk reacting to some of the problems. Regulate it and limit the number of shops. It can't be that hard.

Estimates show that marijuana is America’s number one cash crop. However, marijuana remains untaxed. This is a new source of income for our nation, an income we desperately need.

 

Over 500 of the nation’s top economic professors have shared their opinion in supporting the removing the prohibition and imposing the taxation and regulation of marijuana as a way to slow the federal deficit.

 

Ending marijuana prohibition would save the US $7.7 BILLION annually. That is nearly as much as Congress’ proposed Budget Control Act. Think of the jobs it would create, the court time I would save and the jail space it would free up for actual criminals.

The idea that a few sick people could communally grow and trade marijuana of the quality needed to be effective in treating their illnesses is a complete joke. I agree 100% that the city has let this get way out of hand. I am a disabled person living not only with the effects of my brain disorder, but also the horrible "side"-effects of the massive amounts of prescription chemicals that I am told by my doctors to put through my body 3x daily. If not for quality marijuana, I wouldn't be able to get food INTO my system, much less keep it there. I'm not sitting around on vacation getting "high". I'm doing the only thing I know how to do to make my life somewhat livable. Fuck everyone, including council members and police who doesn't understand that it serves a legitimate purpose for sick people. Make everyone formulate their own prescription drugs, too!!!
