L.A. May Turn Library Cards Into IDs, Bank Cards for Illegal Immigrants

LAPD Chief Charlie Beck's dream of granting special drivers' licenses to illegal immigrants -- which would largely clear up the impound debate, by giving illegals a fighting chance of making it through the DUI checkpoints alive -- still has a few hearts to win over in the Legislature. And although some licenses should apparently be issued under Obama's new half-amnesty, the DMV is pretty confused about how it's supposed to handle the paperwork.

So L.A. City Hall has been forced to hatch an extra-creative solution, in the meantime:

About three weeks ago, City Councilman Richard Alarcon proposed that the L.A. Public Library system begin issuing "City Services Cards" to anyone who can prove city residency, but not necessarily U.S. citizenship. (And although his press release doesn't specifically mention the illegals, we all know they're the benefactors here.)

Like drivers licenses, the cards would include photos for facial recognition, and thus would serve as a rudimentary form of ID.

But principally, they'll allow their holders "safe access to banking services such as direct deposit, international or domestic money transfers, and would also act as a debit card," according to Alarcon. Here's how that would work, via the Los Angeles Times:

Applicants would pay a fee, around $15 to $20, for the card, and then would be able to deposit and withdraw money through a network of ATMs at local grocery stores and shopping malls. There could also be a monthly fee of up to $2.99.

Of course, since it's 9/11, and because Arizona nation can't seem to talk immigration without equating it to terrorism, an opponent with fiercely anti-immigrant group FAIR tells the Times that the library cards "can easily be exploited by terrorists and criminals."

Alarcon insists, instead, that their sole purpose is to protect the 300,000 city residents without bank accounts (which is, coincidentally, also the approximate population of illegal immigrants in L.A.) from "predatory lenders."

We can almost hear the GET CASH NOW sharks thrashing from here.

But we know the real reason behind this polarized IDs-for-immigrants hoopla. Get people back into our terribly neglected, possibly bed-bug-infested library system! Indeed -- these all-purpose cards, says Alarcon, "would help increase the use of Los Angeles' public libraries by beginning to transform libraries into financial literacy centers."

So everybody wins. Besides them loan sharks. And them paranoid terrorism nuts, of course. Here, guys, here's something you should actually get mad about: "The Bush White House Was Deaf to 9/11 Warnings."

@Luis Chavez Exactly, it takes different lengths of time depending on from where you come. As it should. Each country is allotted a certain amount of immigrants to keep the population somewhat mixed. However, due to the majority of illegal aliens being from south of the border and beyond that quota is filled and the lines are longer when following the proper procedures. Blame the cheaters. This country is America, the US of A and as an immigrant you should be part of this country and not ask that this country cater to you. I am a permanent resident alien and very happy to be here. Never in my life would I ask for services and being catered to...

A foreign national in a country illegally is an Illegal Alien, and that is the proper term used in all documents. If you are here legally but not yet a citizen you are a Permanent Resident Alien. I am a permanent resident alien and had to go through all kinds of screenings to get here. It bothers me that politicians make it easier for law breakers and cheaters while people who follow the legal route once again is screwed over. It's shameful.

A foreign national in a country illegally is an Illegal Alien, and that is the proper term used in all documents.  If you are here legally but not yet a citizen you are a  Permanent Resident Alien.  I am a permanent resident alien and had to go through all kinds of screenings to get here.  It bothers me that politicians make it easier for law breakers and cheaters while people who follow the legal route once again is screwed over.  It's shameful.

It took my husband 10 yrs to get hiscitizenship and i'm a us citizen. He came here on a student visa from jamacia...got his degree in science...never received any assistance...paid for everything on his own...we paid over over ten thousand dollars and got a lawyer...it wasnt cheap...it all paid off because he did it the right way and everything is going great for him..no worries...its not right that people from other countries paid all this money to become us citizens and people who break the rules can get to jump ahead in line...not fair at all

@Luis My uncle's parents waited 10 years to immigrate from Italy to the US in the 1950s. Doesn't seem fair that people who break the rules get to jump ahead in line.

What's to stop me from stealing a utility bill from Peter Griffin's mailbox, then going to get one of these cards saying I'm Peter Griffin. They'll have to believe me, its not like I would have any ID anyway. So now I'm Peter Griffin and I open up a bank account and start stashing funds in there.

What's the length of time I would need to become a Mexican Citizen? Would Mexico or any other country give me all the US gives illegals? The US has laws & you have to go by them. It's simple. The US is not some Monster. We are the country everyone wants to be part of. I don't see flocks of people going to China or Mexico.

Ryo Takizawa, the world would be better if we didnt slam the door on the faces of those who follow behind us, after we have gotten in. You need to educate yourself about the Immigration process. It might take 3 years for an asian national to become a US citizen but the same lenght does NOT apply to other countries. Each country varies, depending on the amount of applicationds from that country. For a Mexican national for example, it takes, at least 10 years from the application date to be approved for a temporary visa , (not citizenship). I have no idea how you became a citizen in 3 years (unless you married a US citizen), by law you must be a PERMANENT resident for at least 5 years before you can apply for citizeship. For those of you who have no idea about the immigration process and lenght, please don't embarrass yourself by expressing erronous facts. Educate yourself.

When I came here I went through the process to become a legal citizen. There is absolutely ZERO reason others cannot and should not do the same. To give these things to illegal aliens is not fair to citizens and to those of us who come to America for a better life and who go through the legal process. It took me 3 years and it was worth it. Good idea and an interesting article overall. Although, I would change the usage of illegal immigrants to undocumented migrants, common LA Weekly I thought you were better than that.

Another dumb idea from Alarcon, a man who specializes in dumb ideas.  Of course it will be adopted and then blow-up in everyone's face when "unforeseen" problems with the system start to arise.

 @Sigh.It is a super-dumb idea. This is about financial institutions making money off the backs of L.A. residents. "Get cash now! indeed."  Moreover, this will give those same financial institutions access to our personal information-library materials being the least of that information. Keep financial institutions out of our public libraries. And, keep our public libraries out of the immigration mess.
