Mayoral Candidate Kevin James and Education Reformers Speak Out About Eric Garcetti and Wendy Greuel's Silence on Parent Trigger

After Los Angeles Unified School District board members approved a Parent Trigger earlier this week, mayoral candidates Eric Garcetti and Wendy Greuel refused to comment on the historic vote, which allows parents to take over a chronically failing elementary school in West Adams.

Now mayoral candidate Kevin James and two Parent Trigger heavyweights are speaking out about that silence -- and Garcetti and Greuel's commitment to education reform is being questioned. With an alarming 21 percent dropout rate at L.A. Unified, it's no small matter.

On Tuesday, L.A. Unified board members approved the first Parent Trigger to take place in the district, which is the second largest public school system in the United States. The Parent Trigger is a California law that allows parents to institute changes at a chronically failing school through petition.

In this case, parents sought to bring reform to 24th Street Elementary School in West Adams, which serves mostly poor Latino students.

Garcetti is looking to win a solid chunk of the Latino vote, but he refused to reply to L.A. Weekly earlier this week about where he stood on the Parent Trigger law and the recent actions taken by L.A. Unified School board members. Greuel also declined to comment.

Mayoral candidates Kevin James, Emanuel Pleitez, and Jan Perry all told the Weekly that they support the Parent Trigger law.

James now blasts Greuel and Garcetti for their silence.

"Mr. Garcetti and Ms. Greuel are refusing to make a statement regarding the Parent Trigger legislation because they are so entrenched and indebted to the unions that are funding their campaigns," says James in a statement to the Weekly. "The United Teachers of Los Angeles (UTLA) recently endorsed Eric Garcetti and several unions have endorsed Wendy."

He adds, "Therefore, it should be no surprise that Mr. Garcetti and Ms. Greuel would not come forward in support of the Parent Trigger because the union bosses who funnel money into their campaigns are against it. Mr. Garcetti and Ms. Greuel seem more concerned with pleasing their campaign contributors than the concerns of the residents and the future of our children."

James concludes, "Education reform decisions need to be made on the basis of what's best for the children and not what's best for bureaucracy. I have always been an advocate of the Parent Trigger, and I look forward to working with LAUSD on improving our city's education system."

Teachers' unions have been historically and aggressively opposed to the Parent Trigger, which allows parents to replace a failing public school with a charter school. The trigger also gives more political power to parents -- if a school district refuses to implement changes to improve a failing school, parents can take action and move forward with a Parent Trigger.

Two Parent Trigger power players are also speaking out: former California State Senator Gloria Romero, who authored the Parent Trigger law, and Parent Revolution executive director Ben Austin, who's the driving force behind the Parent Trigger movement in California and across the country.

Romero, who's also director of California Democrats for Education Reform, tells the Weekly, "No mayor should be afraid of endorsing and embracing a law that was written to give parents real rights to become the educational architects of their own children's futures."

She continues, "I remind both Eric and Wendy that just last year the U.S. Conference of Mayors unanimously endorsed the Parent Trigger law I authored, and I call upon them both to join Kevin James and mayors across the nation in supporting this parent empowerment legislation."

Romero concludes, "At the very least, they need to be truthful to the parents of this great city they hope to lead and truthfully articulate their position. Now is not the time to duck and cover, but rather to stand and deliver. You can't have a great city without great schools. And parents fighting to transform chronically underperforming schools is not only an economic issue, but the greatest civil rights issue of our time."

Mayor Antonio Villaraigosa also sees education reform as an important civil rights issue for African American and Latino students, and has been a vocal supporter of the Parent Trigger.

Ben Austin tells the Weekly, "The Parent Trigger isn't just a new law, it's an entirely new way of thinking about public education and education reform. The fundamental idea behind the idea of parents having power is so that they can force the district to make decisions rooted in what's good for kids, not adults."

He adds, "The current mayor strongly supports Parent Trigger. Each candidate for mayor needs to take a stand on whether they too support giving parents power over the educational destiny of their own children."

All strong words, but will Garcetti and Greuel commit to one position or another and publicly say something?

UPDATE, 4 p.m.: Wendy Greuel says unequivocally that she supports the Parent Trigger in this statement to the Weekly:

"I support the Parent Trigger law because it gives every parent in Los Angeles the power to transform their children's school and hold the Los Angeles Unified School District accountable for making decisions rooted in what is best for our children and not adults or special interests.

"I stand with the parents of the 24th Street Elementary School in celebrating this victory for our students and I applaud the School District, Superintendent Deasy and Board Members for becoming the first school board to approve a Parent Trigger petition."

Eric Garcetti, the only mayoral candidate who has not publicly stated his position on the Parent Trigger, remains to be silent.

UPDATE, 5 p.m.: Garcetti breaks his silence and supports 24th Street Elementary School parents who pulled Parent Trigger this week in Los Angeles. But he does not fully back the Parent Trigger law, making him the only mayoral candidate to take that position. Garcetti also differs from current L.A. Mayor Antonio Villaraigosa, who's been a vocal and strong supporter of the trigger.

"I applaud the parents and community at 24th Street School for stepping up and demanding change under the Parent Trigger law," Garcetti says in a statement to the Weekly. "While I support any mechanism that truly elevates the voices of parents and other community stakeholders in the hard work of improving our schools, I'm not sure that Parent Trigger on its own is ultimately able to provide the kind of systematic and meaningful parent involvement and local control that turning around our schools will require.

"As mayor, I will be an advocate for every resident, especially our students, and that includes fighting for full funding under Proposition 98 and demanding that Sacramento stop paying our schools in IOUs. We are short-changing our children and our future. I will also use city funds to help our schools as I have in my district where we have built community centers because we need to facilitate parent involvement and local control systematically and not just on a case-by-case basis."

Parent Trigger laws are horrible. They are designed to make parents think they have control but are really manipulating them to bring in for-profit charter schools. It's pure insanity and the law needs to be challenged. Especially since charter schools cannot be challenged under the Parent Trigger law. Go look it up. These groups that claim to promote Parent Trigger laws are connected with charter school groups and Michelle Rhee. It's the back door way to privatizing public schools.

Parent Trigger, vouchers, for-profit charters, privatization, and anything from Michelle Rhee...are attacks on our right to a free and appropriate public education. They all serve to keep us poor, ignorant, and terrorized. They all serve to redistribute money from the poor and middle class to a couple of billionaires.

@Doug Osborne Hi Doug, Thanks for your input. I could write a long reply to your comment, but I won't. I will say that education reform is much more nuanced than you're suggesting, and the Parent Trigger does not create private schools that charge students tuition. You also make no mention of teachers' union role with the problems in public education, which is a major omission. You should ask yourself, too--if public schools are in such great shape, why are student test scores continually unsatisfactory and why are so many kids still dropping out? Kevin is whats going to fix LA, and save public education from the uncaring, manipulating unions that are controlling Mr. Garcetti, and Controller Gruel by funneling money to their campaigns in exchange for control. Kevin is going to put the power back in to the hands of who really care most about the education of their children, the parents. @apalemick @lopezj12 The Compton parents were heroes. The petition regulations weren't in place, and the signatures collected were thrown out on a technicality, but the Compton parents were still able to charter another school. It is working.. parents are demanding quality education for their children, and unions will have to adapt to their needs, or get out of the way.

Sorry, the last place it should happen is the school level.  It's not the place for Democracy because a lot of parents are just batshit insane and many others are ill informed.  Not to mention, those parents then move on as their children age. I couldn't imagine having to deal with the other parents at my kid's school on this level.  Pure stupidity to even think it's a good idea.

And why doesn't the parent trigger an option for charter schools?  It only goes one way, huh?

"... who came home from school echoing his teacher, Victor Tellez. He said Tellez had told him charter schools were 'bad and only wanted our money.'"

If not at the school level, than where?

Another fine example of these two not having any positions or opinions until they check with either their special interest groups or do a POLL to  find out how it will sway certain voters .. They are despicable. They CAN'T take a stand FOR THE PEOPLE, so beholdin are they to Unions..THE PEOPLE will always COME LAST with them. They have sold out/sold their souls in hopes of capturing  the Mayoral Throne, at the expense of The People's Needs, Wants, and Desires for GOOD leadership..

DO NOT VOTE FOR THEM...DO NOT allow them to DROWN US OUT ANYMORE..

L.A.'s ONLY HOPE is KEVIN JAMES..He LISTENS..HE THINKS FOR HIMSELF.. HE OWES NO ONE...HE CARES.

HE HAS A PLAN..To clean up years of this City Council's  Evil Corruption, that these two are, and were, very much  a part of.. and to make L.A. better for ALL of us.

So, this caused me to do some research on the Parent Trigger.  The Parent Trigger is astroturfing.  I avoid anything Michelle Rhee is involved in like the plague, because she is a proven distorter of her record.

Having parents take over a school is like having a pack of wolves take over a school. I'm a parent and it sounds like the dumbest idea on Earth.  What's better?  Total chaos or fixing it from the inside? Neither is a great solution but total chaos is a disaster.  And that's exactly what's happened at the two schools in LA that have attempted a parent trigger.  And that doesn't even take into account the lying and manipulation that went on in those cases.

I advise everyone who doesn't know much about the Parent Trigger to read up on it like I just did.  Kevin James will definitely not be getting my vote.

Kevin James recognizes that a good education really begins at home.  Parent Triggers signal that parents are taking responsibility for their children's education, which is a far better attitude that sending kids off to school and leaving everything to the schools.

When I grew up we had a Parent Trigger. It was a small city where there was great continuity in education.  I sent to the same high school as my mother and had some of the same teachers, but let a teacher be abusive and the community was there.  Also, let the school need some help and the community was there. It was by the luck of the draw that I grew up in a small city, either continuity, after WW II and parents who came from highly pro-education cultures. But in a "gi-normous" school district, we needed to create a legal mechanism for Parents To Step in when things were going poorly in one small area.  It is not that Unions are bad, but we needed a legal way for parents to make the same impact as they could informally in the 1950's.

Too bad Mr. James has been so silent about the ills of City Hall. He's not running for School Broad president.  Why doesn't he speak about the $1.5 Billion of property tax dollars which disappeared into the CRA/LA in the last 12 years and have left LA virtually BK?  Saying "me too" when parents have taken a stand does not show leadership.

@abramsrl You must not be paying very close attention to Kevin and what he is about. From day one, he has been the only candidate talking about the City's budget and the raiding of the special revenue funds. He also is the only candidate to speak about the idea of bankruptcy and what it will mean for the city. He is also the only candidate  to talk about the corruption at city hall with policies like the Gold Card Desk and campaigning on taxpayer dime. Have you watched any of the debates? I'm guessing not by your response.

@MVDerby @abramsrl I have seen some of the debates and while I plan to vote for Kevin and I explain to all my friends why I will vote for Kevin, LA is much worse off than he lets on.  As I said, maybe that is due to the likelihood that people would not believe him.  Let's face it, Angelenos have elected and re-elected Garcetti, Perry, LaBonge, Wesson, Greuel, etc non-stop for over a decade.  To me that suggests that the voters really are not paying attention.

When Kevin spoke about the reduction of the LAFD budget and the needless deaths (USA Today's words), voters seemed to simply yawn -- even though they and their loved ones were the people who were deedlessly dying so Garcetti could continue giving tax dollars to developers.

 Of course, Kevin is the only hope for change.  He will appoint honest department head, like for Planning, rather than 5th rate yes men like LoGrande.  As a federal prosecutor, Kevin will know what to do with the data that an honest Controller like Cary Brazeman would uncover.

Where's the money to support either Kevin for Mayor or Cary for Controller?  There isn't any big money to end corruption as the Big Guys want to keep LA Corrupt, and the voters must be in some sort of coma.
