Los Angeles City Council District 13 Primary Results: Mitch O'Farrell and John Choi Head to May Runoff

In the Los Angeles City Council District 13 race, frontrunners Mitch O'Farrell and John Choi will face each other in a May 21 runoff for one of California's most prized political seats. Past CD 13 council members have made strong runs for mayor and have served in the state legislature.

With 100 percent of precincts reporting, O'Farrell leads Choi by a few hundred votes. Dark horse candidate Sam Kbushyan made a strong showing, but the frontrunners held him off.

Choi is the favorite of big labor unions, and O'Farrell is a former aide to District 13 Councilman Eric Garcetti, who's running for mayor.

Kbushyan is a little known community activist, but he outpaced frontrunners Matt Szabo, a former deputy mayor under Antonio Villaraigosa, and Alex De Ocampo, an executive for billionaire Haim Saban's charitable foundation.

O'Farrell is considered to have more community activist support than Choi, who recently moved into CD 13.

An outright winner needs more than 50 percent of the vote or the contest goes to a runoff with the top two winners facing each other.

O'Farrell is one of several gay candidates across Los Angeles who made a solid showing on Tuesday night. Others include L.A. City Controller candidate Ron Galperin, who will face Dennis Zine in a runoff, and L.A. Council District 11 winner Mike Bonin. Underdog mayoral candidate Kevin James is also gay.

This isn't rocket science, it is politics:

1. John Choi is a carpet bagger and is backed by labor (not necessarily a bad thing except that you may be at odds with you constituents on issues where there is a disagreement such as digital billboards.

2. Mitch O'Farrell has lived in the district for years (over 20 years) and has formed and participated in a Neighborhood Council - at the grass roots. He is also an insider which has its pluses and minuses. He can cut through the bureaucratic red tape to get things done on the local level.

At the candidates forum in Thai Town, John Choi was a no show. It was rumoured that someone told it wasn't worth his time. In any case, it was a slap to those who showed up and wanted to hear the candidates.

At the forum Mitch did say some interesting things - No diversion of QUIMBY funds for the corrupt Hollywood Freeway Park. He also talked about cutting the salary of Councilmembers. But would he take a lead and cut his own salary or just sponsor legislation that won't pass?

@James_McCuen if Choi responds to appear or not appear via rumors, then imagine what he will get done via rumors in the future..not good!

John Choi led all the frontrunners all night and was one of only two candidates to exceed 3000 votes. He has been endorsed by local elected officals representing the district and numerous activists.  How much longer are you going to push this meme that he has no support in the community. The "perception" you write about is largely of your own making. At what point do you need to start putting disclaimers on  your articles as in-kind donations to O'Farrell?

The majority of monetary contributions and monies came from outside the 13th district via union. How will unions support me?

When Choi campaign office called me, they promised me Choi could get me a job!

Your logic is a little faulty.  Of course, the President can promise you a job and in fact he can give you a job.  Whether you are qualified to be hired is another matter.  Clinton hired Monica L so I am certain Obie can fit you in somewhere.

@steward Are you trying to get things wrong on purpose?  Wilmington is like Hollywood -- part of the City of Los Angeles and is covered by the LAFD.

"Wilmington is a district of Los Angeles, with industry as its primary economic activity. It is adjacent to the Port of Los Angeles, San Pedro, and Harbor City."

Didn't you even think of Googling Wilmington before writing?   The point has arrived where I give up on you as hopeless.  Your are consistently wrong and ignore everything of substance.  As the saying goes, "With friends like you and Team13, Mitch doesn't need any enemies."

@steward @abramsrl Yes, she may be 127 years old, but my first grade teacher observed that the original comment was that Mitch should answer for his 12 years with Garcetti.  It may be only 11 or 10 years as Mitch had to leave CD 13 when he said he was running for that council seat, but the observation is still pertinent.  After serving as a field deputy and maybe other positions under Garcetti, Mitch should be able to assess the work of CD 13 over the past 12 years.

For example, in April 2006 Garcetti downsized the new 2 acre Regional Fire Station 82 by 75% and moved it to gridlock Hell at the 101, Van Ness and Hollywood Boulevard.  This was just after the May 2005 USA Today article which showed that Angelenos were needlessly dying due to the slow response times from paramedics.  The purpose of Prop F was to decrease response times to the Hills, but downsizing FS 82 and moving it to the 101 and Hollywood Boulevard increased response times to the Hills. What are Mitch's thoughts on this downsizing and the resulting slower paramedic response rates?

The LAPD 911 was updated in 2001, but not the LAFD 911 system.  For example, all calls for paramedics first are routed through the LAFD and then on to the LAFD whose system could not distinguish between an emergency and non-emergency call. 

As we learned recently in 2013, the 911 system could not dispatch paramedics to a middle school as the antiquated system could not locate the school. The kid died. What steps did Mitch urge upon Garcetti to remedy this problem which was known since 2001? What steps did Mitch take in 2005 when the USA Today article was published? What steps did he take in 2006 when Garcetti downsized FS 82?  What steps did Mitch take when Garcetti gave $30 Million to CIM Group to rehab the Kodak Theater but had no money to fix the LAFD 911 system?  What steps did Mitch take when Garcetti gave $52 Million to billionaire Eli Broad for a parking garage next to his art museum, but had no money for the LAFD or its dysfunctional 911 system?

What steps did Mitch take when the 1-12-2011 LAFD Deployment report came out with obviously bogus response time data and Garcetti led the council into slashing another $200 M from the LAFD budget?

Garcetti's own Hollywood Community Plan says that 26,198 persons left Hollywood between 2005 and 2010 and Garcetti calls its a "revitalization."  Does Mitch agree that a 26,198 ppl exodus in only 5 years is a revitalization?

There are a lot of things which occurred while Mitch was working for Garcetti and voters are entitled to answers from Mitch.

@steward  You obviously do not realize that when the Petitioners are awarded attorney fees, it is because the Petitioners are correct.  The idea that multi-million or multi-billion dollars companies just roll over and cough up money is an urban legend.  Silverstein has never filed what you call a Greenmail lawsuit.

If a lawsuit were Greenmail, the developer would serve a CCP 128.7 Motion and then the "greenmailed" would end up paying all the developers' legal fees and costs.  You really know very, very little about law.

@SandyWe now focus our sights on the May 21st run-off election between Mitch O'Farrell and John Choi. Let's see, Mitch has lived in the 13th District 30 years, John Choi has lived here 1 year. ARE YOU NOT AWARE OF THIS?!! Mitch has been a community leader, activist and animal-welfare advocate in the 13th District for 20 years, and John Choi...moved here last February. Mitch has served the 13th District as a top aide & Senior Advisor for Councilmember Eric Garcetti for 10 years, and John Choi worked on the Los Angeles Board of Public Works for...11 months; Mitch gets lots of support from residents, small business owner and community leaders, advocates and activists, and John Choi get's his support from the special-interests, developers and unions. John Choi WILL NOT become the new 13th District Councilmember. The people of the Great 13th deserve better than that. They deserve a superb public servant, advocate and representative like Mitch O'Farrell. You, John Choi and his campaign ought to be ashamed of yourselves. But you guys have no shame. You guys are disgraceful!

@Team13  Mitch always seems to be a very nice person unlike The Garcetoid who seems to be a robotic lie machine.  However, Mitch has been with The Garcettoid for 11 years and voters need to hear how he could stomach all the corruption from CD 13.

What action did Mitch take to protect FS 82 from Garcetti's 75 downsizing and relocation to gridlock hell at the 101 Freeway and Hollywood Blvd.

If Mitch did not agree with all the terrible things Garcetti was doing, like starving the 911 LAFD system, why didn't Mitch quit and run against Garcetti one or two terms ago?

Silence = Death  A lot of people have died due to the silence around Garcetti's attack on paramedics and fire fighters -- and Mitch has been among the silent ones.  These questions may have decent answers, but so far there have been no answers.  

The problem is not new.  See May 2005 USA article after which Garcetti downsized FS 82 by 75%  http://usat.ly/Qhh4Ab   Yet, in 2011, Garcetti cut the LAFD by $200 Million and more people needlessly died.  Where was Mitch?

@Team13 @abramsrl  Incorrecto.  "Lay" is not the proper word.  "Lay" takes a direct object, such as "I lay my head down to sleep."  ["Head" is the direct object of "lay."]

My quotation has the subject, "you," doing the action and there is no direct object.  "If you lie down with dogs, ..." has no direct object.  "With dogs" is a prepositional phrase and it is not a direct object.

There is an old question, "Which is more important Study or Action?" The answers:  (1) "Action is more important than study as not doing will not improve anything." (2)  "Study is more important that Action because acting in ignorance leads to mistakes."

On the other hand, I could rely on my first grade teacher who made us check our math answers before publishing them.

I believe the word you meant was 'lay' not 'lie'. When you lie it means you were untruthful. And that concludes our language lesson for the day. Comprende, friendo?

@abramsrl @Team13 I'm not quite sure what you're trying to say or imply here, but I don't have an hour to dissect your terrible logic. If you went to college you should ask for your money back, because they did a terrible job.
