Perhaps one of the main reasons for L.A.'s crazy hit-and-run epidemic is that if you flee the site of an accident and wait it out for three years, you can't be prosecuted.

Citing an L.A. Weekly probe that unveiled a hit-and-run crisis in Los Angeles, with drivers fleeing 48 percent of all crashes, Councilman Joe Buscaino asked the L.A. City Council to require LAPD to explain how it plans to crack down.
The Weekly investigation by Simone Wilson found that 20,000 hit-and-runs occur in L.A. annually, an epidemic level. Nationwide, 11 percent of crashes are hit-and-runs. In L.A., the rate is nearly five times that. L.A.'s epidemic is ignored by LAPD brass. Chief Charlie Beck keeps no meaningful data and does not know how many people are maimed. Bicycle activist Alex Thompson was first to report that 4,000 of the 20,000 annual hit-and-runs are felonies, involving an injury or death.

Lindsay Lohan was reportedly involved in another car crash around noon today. According to TMZ, who is ON IT, the recovering party girl smashed her black Porsche into the back of a semi while heading north on the PCH. [Update: It may have been a rental. Update No. 2: Lohan is fine, says TMZ, and back on the set of "Liz & Dick."]
Uh-oh.
Witnesses told TMZ that Lohan "seemed OK," although "bleeding and bruised" enough to warrant a trip to the hospital.
Which pretty much confirms it: Lindsay Lohan is a really shitty driver.

Friends of bicyclist Susanna Schick are raising funds to help her with her recovery and biking gear after she was injured in what some are claiming was an act of hit-and-run road rage downtown over the weekend.
Her fellow bicyclists say it happened about 11:30 Friday night on Spring Street at Fourth when she was hit from the rear by a man in a white Lexus and ended up unconscious on the sidewalk.

Police chased a motorcyclist for 100 miles until he ran out of gas in northern San Diego County and began making out with his passenger on Sunday afternoon.
It started when the California Highway Patrol tried to pull over the bike on I-5 in the San Fernando Valley, because the motorcyclist was speeding and his female passenger wasn't wearing a helmet.
But the motorcyclist hit the gas, and took the freeways past LAX, Long Beach, and the span of Orange County. The ending was perhaps the most bizarre part of all.
