Density Be Damned: El Sereno Shuts Down Major Development

Despite the mayor's insistence that inner-city residents want -- and need -- denser housing developments in their neighborhoods, the locals in one Northeast Los Angeles neighborhood shut down a monstrous housing wart planned for the top of a picturesque hill in their area. In it's place, they're getting 20 acres of open space.

Local activists helped to shut down a 24-house luxury development on the top of Elephant Hill in El Sereno by pushing for an extra environmental review report. The developer, Monterey Hills Investors, sued the city over the extra EIR requirment, but it backfired: A settlement just approved by the city council means the hill remains unblemished and the city gets control of 20 acres of open space.

"After a long and hard fought struggle, the residents of this community have been afforded the environmental protections that are rightfully theirs," community organizer Elva Yañez said. "We are pleased that this poorly planned project is not moving forward and environmental justice has prevailed."

The deal flies in the face of Mayor Antonio Villaraigosa's vision for development in Los Angeles. He has always said more housing, denser buildings and mixed-use (retail) projects, especially if they're built near transit, are better for L.A.'s inner-city needs (and, likely, for his campaign contributors' needs as well). But in this case, the push back from El Sereno residents, who wanted the last open hill in the area preserved, was too much for development interests to overcome.

Councilman and Villaraigosa ally Jose Huizar took up the cause and helped to put the EIR stop sticks under this low speed chase (the development was first planned in 1984) after residents complained that what was slated for 15 acres suspiciously became a 26-acre project.

"This settlement vindicates the residents and organizations that called for equal environmental protections under the law when it became known that this project had unlawfully expanded from 15 to 26 acres--post-final approval, without further review" said Doug Carstens, an attorney for residents allied against the project. "I look forward to the day when kids from everywhere can play together in the open space that is created through this settlement and what has been a battleground up to now turns into a playground for all time."

That final quote was not attributed clearly. It was Elva Yañez who said that at the end of her speech. Elva, her daughters Alana and Vanessa, her next door neighbor Casey Reagan, Hugo Garcia and a whole lot of great, El Sereno oldtimers are the heroes here. The people are taking back the city from the developers.

It's mistake to think that the Mayor was for developers in this deal. anyone who takes a look at the project and what the developers tried to extort from the city can see that this was not a good match.
I am very thankful Huizar and the Council decided to buy the property. I would rather have my tax paying money go to purchase the land than to pay up to $35 million in a lawsuit to the developers. thats just stupid.

Ben gets it. Not only was the developer recklessly demanding approval for this project by suing the city they extorted then bribed the south pasadena city council for the same entitlements, only in south pas...it worked. Huizar, Reyes and Tom La Bonge are heroes in this victory for the people.

This is hardly the big victory Romero and the above commenters claim it is. The city had to pay $9 Million to the developer for preventing him from building 24 "luxury homes," hardly the dense nightmare urban vision claimed here. And it hardly something the mayor was anxious to have as some part of his hellish urban vision for L A as you depict it, get real!

The City Attorney's office determined that a new EIR was not needed so the developer had a right to build and the city had to pay him off to please the neighborhood. But Huizar, Reyes, Cardenas and the other eastside councilmembers still want the dense housing to move their residents out to greener pastures - just someone else's greener pastures, like in the westside or west valley. Meanwhile, we've had to pay for this green hill to sit empty, not getting the revenue or taxes from 24 deluxe homes.

I'm a resident of El Sereno, and although, I could not happier about the outcome of Elephant Hill. You missed the bout when it comes to high density. This is precisely what is required for high density living, and I am all for it. I love New York, Paris, London, Madrid. We will have higher density in the future, and how great that they will have this open space to enjoy. I applaud everyone envolved. In particular Jose Juizar. He has my vote.

I have to add. I grew up in one of the many white,suburban, cultural waistlands of Los Angeles, and I have to say I much prefer the richness of a Cosmopolitan City. So Dennis Romero don't knock high density until you have lived amongst the brain dead, white collar, industry fodder of the Los Angeles Suburbs.

"Richness of a cosmopolitan city" gimme a break! As a member of the group you so graciously refer to as "brain dead white collar industry fodder" I'd like to see your wishes become reality and bid you a sweet ado as you relocate to ritcher pastures. I hear the 'Brewery' has plenty of lofts available, many for under a half mil.
