I am a student at Southwestern and we have all been deeply affected by this. Professor Drooz spoke so highly of her daughter in class all the time. We will have a candlelight vigil tonight for Lily, and we invite all those who knew her, or her family to please join us. We hope the community will come together to remember this beautiful young lady, support the family, and show heartless people such as the one responsible for her death that we won't tolerate it.

This pathetic creep was released from state prison earlier this year and was considered a "non-violent" parolee? Isn't this loser an example unfortunately of one of the future 28,000 inmates originally arrested on "non-violent" charges that the Governor wants released in our midst soon? Are we being led to believe that the majority of these inmates will NEVER violate their parole again and/or be successful in any rehab programs and they will never go on to possibly commit horrendous crimes like this one? I don't think that having her run an errand in that neighborhood is all that strange, but she had volunteered at a needle exchange place, which I think is insane--a 16/17 year old girl? Truthseeker, I've also questioned it because I also grew up in Los Feliz and I am very familiar with that area. There is no way in hell my mom would have let me in that neighborhood alone at 17 (or now 20 years later if she has a say) and there is no way in hell, I would go there alone now. This bright, beautiful young lady was selected as a victim by someone who appears to be a "career" criminal. If, for one minute, anyone believes that our system of penalties and prisons offer and provide true reform, you better think again. They have become houses for the mentally sick and depraved, who, when they are released, are much more hardened than when they went in. Now, that's a reform concept. And what happens when their time is done, well, they get released into our backyards...in the same circumstances they went in with. Drug additions, inability to hold a job, but now they have a record, or have added to their "rap" sheets...so, how are they going to work now? Who's going to hire them even if they wanted to work? What option do they have but to go back and do what they did before they were incarcerated? This is not an excuse, but a cold, hard reality. It's scary!

Criminals come in all colors, and unfortunately, so do their victims. A very unfortunate set of circumstances were in place for their paths to cross that afternoon. How do we teach our young maturing youth to defend themselves in that type of situation? Did she know she was in that much danger? Did he overpower her? She appeared petite, and, he was after all an ex-con.

Years ago when I was 17 I worked on 3rd off of Vermont at a small chain grocery store. It was 10:00 p.m. and we were closing. I was the last on the floor. A guy came in and stood in front of me and pointed a handgun right at my face. He told me to give him the cash from the register. I did as I was told and, thank God, he left. All I could see was the mussel of that gun, and I thought, if it goes off, I'm going to see it go off. It happened too fast for me to be scared. He was "black," and I am not. I do not think I was selected that night to be held up because of my race. I think this guy saw easy money and I (the store) was targeted. That's it. I think a lot of people are giving this guy too much of an analytical thought process when I don't think he has the capacity or ability to rationalize his own behavior (selection), just his his heartless actions

I live downtown in the "increasingly tony loft district" and while it may be "increasingly tony," it's still got a long, long way to go. The homeless here are NO JOKE. I'm a grown male who can take care of himself, and I'm telling you these street people aren't to be trifled with. They are desperate, they're scavengers, and many of them are predatory. Don't be fooled. Don't let your teenage kids wander around downtown, especially at night.

Folks, the police are not releasing Charlie Samuel's photo because they are still interviewing possible eyewitnesses to the carjacking, kidnapping and killing of Lily Burk. The LAPD does not want to influence the witnesses before they do the lineup (usually witnesses are shown six people in a lineup, or six photos in a lineup).

LAPD is thinking ahead to when this goes before a jury. This is SOP everybody. LAPD releases the photo only when they are looking for a missing perp or have already charged a suspect and have fully interviewed witnesses and conducted a lineup.

It makes perfect since that his photo is not being released yet. They don't want witnesses saying they saw him somewhere doing something when they really didn't. I'm sure they will run DNA testing on the blood on his clothes and the fact he had her car key and cell phone is enough, but they still need to try to find witnesses. I am an 18 year old girl, I've been driving since I was 16, I live in LA County, I always hangout in downtown and different parts of LA as well. I have some friends who attend Oakwood, and ever since I got my license I have run errands for my mother while she is at work. The fact is that this could happen to anyone and we should all be sensitive to this tragedy regardless of what the suspect looks like. And in defense of parents who work hard and have children who are mature enough to take on the task of running errands for them- that in no way makes them irresponsible for the death of their child. I have a feeling that this isn’t the first time Lily ran errands for her mom in broad daylight. And you guys don’t even know what the man said to her or how scary her encounter with him could have been. Being negative and making all kinds of hurtful comments before you even know the facts, that is really disappointing.

The parents, according to their statement, are going to rely on the "system" to achieve justice. The same system that keeps releasing this worthless piece of garbage back onto the streets. A totally worthless and dangerous sub-human gets all his rights and protections while a beautiful young lady with unlimited potential awaits a burial. I agree with everyone, this is such an immense tragedy and it's extremely disheartening to know that we all live among people who are capable of things like this.

I am a 19 black student and I also think it's really sad that people are so preoccupied about his race. I can admit that I am also curious, but ultimately it shouldn't matter what color his skin is. criminals and outstanding citizens come in all colors. We continue the vicious cycle because we jump to conclusions about why or why not his mug shot is not posted.

Not to sound cliche, but I just hope one day, someones race isnt the first thing we think about when something terrible happens because it only allows us to dwell on the negative and never acknowledge quality people.

You will see this young girl was not described by her race, as you incorrectly stated that she was ("the paper had no problem writing that she was white."). Her race is not mentioned at all in the article.

At some point, you must hold yourself to a standard of simple fact searching and statement of truth. Instead, you appropriate this awful event to indulge your basest sentiments and anger. Worse, you ignore this tragedy in order to redirect your anger to a different issue that has been resolved by all of the stakeholders.

I am appalled that people have written such disturbing, hateful, racist and classist garbage on here. Anyone can be a criminal and anyone can be the victim of a crime, regardless of ethnicity, gender, age, etc.

Southwestern Law School is not in Westlake, it is in Wilshire Center, which people often call Koreatown. The area is relatively safe given it is high-traffic and a business district.

Westlake is located east of Hoover and goes toward the 110 freeway. The fact that it is a poor immigrant neighborhood is completely irrelevant. I actually live in Westlake and am not poor or an immigrant. I have a bachelor's degree, no kids and live alone. I get my hair cut for $10 and I see a doctor at the corner of 6th and Alvarado. I am very pleased with where I live. I have never felt unsafe here. I frequently go walking and running, even in the middle of the night. I do not lead my life with fear.

Nevertheless I do think race is an important issue with regard to crime, for two reasons. First, people like the Burk family are poster children for hip, cosmopolitan couples. They don't seem to realize the danger they put themselves or their children in and political correctness, and 'guilt' for America's 'past sins' mitigates their taking corrective action. Slavery in ancient cultures was known to occur in civilizations as old as Sumer, and it was found in every civilization, including Ancient Egypt, the Akkadian Empire, Assyria, Ancient Greece Rome and parts of its empire. Such institutions were a mixture of debt-slavery, punishment for crime, the enslavement of prisoners of war, child abandonment, and the birth of slave children to slaves. In the Roman Empire, probably over 25% of the empire's population, and 30 to 40% of the population of Italy was enslaved. Records of slavery in Ancient Greece go as far back as Mycenaean Greece. It is often said that the Greeks as well as philosophers such as Aristotle accepted the theory of natural slavery i.e. that some men are slaves by nature. However, in 2004, the government acknowledged to the United Nations that at least 25,000 Brazilians work under conditions "analogous to slavery." The top anti-slavery official puts the number of modern slaves at 50,000. More than 1,000 slave laborers were freed from a sugar cane plantation in 2007 by the Brazilian government, making it the largest anti-slavery raid in modern times in Brazil.

The Carnegie Commission on the Poor White Problem in South Africa played a key role in establishing Apartheid in South Africa. According to one memorandum sent to Frederick Keppel, then president of the Carnegie Corporation, there was "little doubt that if the natives were given full economic opportunity, the more competent among them would soon outstrip the less competent whites" Keppel's support for the project of creating the report was motivated by his concern with the maintenance of existing racial boundaries. The preoccupation of the Carnegie Corporation with the so-called poor white problem in South Africa was at least in part the outcome of similar misgivings about the state of poor whites in the American South.

The report was five volumes in length. At the turn of the century, white Americans, and whites elsewhere in the world, felt uneasy because poverty and economic depression seemed to strike people regardless of race. White poverty contradicted notions of racial superiority, and hence it became the focus of "scientific" study.

Though the ground work for Apartheid began earlier, the report provided support for this central idea of black inferiority. Case Examples: Ed Gein was humiliated early in his life and later turned his aggression out on others. Gein was controlled by his mother, and rejected by his father as a child, and was often abused.

While social cognitists agree that there is a fair amount of influence on development generated by learned behavior displayed in the environment in which one grows up, they believe that the individual person is just as important in determining moral development.

The frustrated loner who murdered three women at a suburban Pittsburgh gym before killing himself wrote a vile journal that revealed he planned the massacre for months - and "chickened out" on his first try.

Suicidal suspect George Sodini complained he'd had "no sex since July 1990" and blamed his parents, his siblings - even his preacher - for the fact that "girls and women don't even give me a second look ANYWHERE."

He placed a date of death - Aug. 4 - atop his Web site. He made it clear he didn't care who read his words.

"I will not be embarased [sic], because, well, I will be dead," he wrote in his final entry Friday. "Death lives!"

On Tuesday, Sodini strolled into an LA Fitness gym with four guns in a duffle bag and headed for a room where an aerobics class was underway.

Sodini pulled out two guns, both bought legally. Then he flipped off the lights and started shooting, police said.

Cops said he fired 35 times before turning a .45-caliber revolver on himself.

When it was over, three women were dead, nine others were injured and yet another disturbed gunman had etched his name in blood in the annals of American crime.

"He had no relationship with anyone at the club that we know of," local police Superintendent Charles Moffatt said. "He was hell bent on doing what he did."

Sodini's words confirm that. "Why do this? To young girls?" began his 4,610-word journal. "Just read below."

Sodini's first entry on Nov. 5, 2008, was a racist rant about President Obama and black men. The seeds of slaughter were sown in subsequent entries, where he complained about not having had a girlfriend "since 1984."

"Who knows why," he wrote. "I am not too ugly or too weird."

Sodini dismissed his dad as a "useless sperm donor." He raged against his "useless bully" brother. He called his mother "The Central Boss." He blasted his former pastor.

"This guy teaches (and convinced me) you can commit mass murder then still go to heaven," Sodini wrote.

A software developer for a Pittsburgh law firm, Sodini also ripped a colleague, writing that the "worst people by far are the religious types."

Sodini first tried to commit mass murder at the gym on Jan. 6 but lost his nerve. He wrote about trying to calm himself by drinking or getting high.

"I just need to use common sense, can't drink and drive etc.," he wrote.

Then, on May 18, Sodini wrote that he "actually had a date today" with a woman he met on the bus. And yet, in the same entry, Sodini wrote he was "TOTALLY ALONE."

In his final hours, Sodini added to his site the name of a woman who "had my baby in early 1991." She appears to have died five years ago.

Addressing his readers, Sodini concluded, "Maybe all this will shed insight on why some people just cannot make things happen in their life."

This story is not for the squeamish.

A San Antonio woman is being held on $1 million bail in the killing of her 3½-week-old son yesterday. Police say he was dismembered, his face torn away and his brains ripped out. She had apparently eaten the brains, three toes and other body parts before stabbing herself.

AP writes that officers found the mother, Otty Sanchez, 33, sitting on the couch with a self-inflicted wound to her chest and her throat partially slashed, screaming, "I killed my baby! I killed my baby!" Her sister and her sister's two young children were home at the time, as was the women's mother, who lives out back.

Sanchez told officers the devil made her do it. The boy's father had moved out a week ago.

A woman charged with murdering her 3 1/2-week-old son used a knife and two swords to dismember the child and ate parts of his body, including his brain, before stabbing herself in the torso and slicing her own throat, police said Monday.

Otty Sanchez, 33, is charged with capital murder in the death of her infant son, Scott Wesley Buchholtz-Sanchez. She was recovering from her wounds at a hospital, and was being held on $1 million bail.

San Antonio Police Chief William McManus said the early Sunday morning attack occurred a week after the child's father moved out. The child's aunt and two cousins, ages 5 and 7, were in the house, but none were harmed.

McManus, who appeared uncomfortable as he addressed reporters, said Sanchez apparently ate the child's brain and some other body parts. She also tore his face off, chewed off three of his toes and decapitated the infant before stabbing herself.

"It's too heinous for me to describe it any further," McManus said.

Officers called to Sanchez's house at about 5 a.m. Sunday found her sitting on the couch "screaming that she killed her baby," police spokesman Joe Rios said. They found the boy's body in a bedroom.

Police said Sanchez said the devil told her to kill her son.

"It was a spontaneous utterance," McManus said. "She said she was hearing voices."

Sanchez does not yet have a lawyer, police said, and was hospitalized in San Antonio. The police declined to identify other family members.

No one answered the door Monday at Sanchez's home, where the blinds were shut. A hopscotch pattern and red hearts were drawn on the walk leading up to the house.

Neighbor Luis Yanez said everyone on the street was appalled by the news.

"Why would you do that to your baby?" said Yanez, 23, a tire technician. "It brings chills to you. They can't defend themselves."

Hey Dude, Where's My Privilege? Race and Lawbreaking in Black and White

Envision the following, if you can.

Imagine that a group of black youth were to descend upon a college town, take to an open field and proceed to smoke pot--lots of it--just as they had announced they would, at the very time they had promised to be there. Thousands of them, lighting up, virtually daring police to enforce the law and arrest them.

Now, in such a scenario as this, how long do you think it would take for the cops to call their bluff?

If you've paid any attention whatsoever to the so-called war on drugs, you'll almost instinctively know the answer. It is people of color who have always borne the brunt of drug crackdowns, even though whites use drugs at rates that are equal to or higher than the rates for the black and brown. So, for instance, although whites comprise more than 70 percent of all drug users (slightly higher than our share of the population), and blacks and Latinos combined make up about 25 percent of users (less than their combined share of the population), it is the latter two groups whose members comprise about 9 in 10 persons incarcerated for a possession offense in the U.S. No, black and brown youth couldn't get away with mass lawbreaking of this type for very long.

But when a bunch of white stoners announce their plans for a big pot-fest, known alternately (depending on which of several such events we're talking about) as 420 Smoke-Out, or the 420 Festival (the 420 being a not-so-secret code for cannabis consumption), and then proceed to break the laws against such an event just as promised, nothing happens. No arrests, no citations, no wading into the crowd by overzealous cops intent on bashing the heads of the hooligans arrayed before them. Of course not.

Just like there is very little in the way of law enforcement response when white college students riot on their campuses, as they have done over 150 times in the past fifteen years, and never over important political matters of social injustice, or war, but rather, because of the outcomes of sporting events or crackdowns on underage drinking. White folks, you see, get pissed when you interrupt our right to party.

And so in Boulder, Colorado and Santa Cruz, California just a few weeks ago (on April 20th, 4/20 get it? No irony here, just maddeningly predictable pothead behavior), thousands of people--statistically speaking, nearly all of them white, and with virtually no black folks, other than perhaps an occasional Bob Marley pic on a t-shirt--showed up to spark up: part of an annual pot pilgrimage that has been going on for several years now, always with the same, unarrested result.

Now don't misunderstand, I've indulged my fair share of weed, and I'm not one to advocate the criminalization of such activity, as I think it both a waste of justice system resources and overly punitive. Yet none of that is the point. The point is this: people of color simply could not get away with such a flagrant disrespect for the law, no matter how stupid that law may be. But white hacky-sack kickin' hippies who continue to believe--against all evidence to the contrary--that patchouli can actually cover up body odor? Well, they can get away with damned near anything.

Oh sure, to read the headline in the student paper at UC Santa Cruz, you might think there had been some jackbooted overreaction by the cops to such behavior. After all, "UCSC Cracks Down on 4/20 Festival," makes it seem as though perhaps the administration had decided to actually arrest people, or even suspend or expel them for engaging in blatantly illegal behavior. But no. Upon reading the article one learns that by "cracking down" the author meant that the campus would erect barricades, enforce parking rules, limit use of school shuttles and ban students from having friends crash at their dorms overnight. Damn pigs, what a police state! Apparently the folks at Santa Cruz haven't gotten the memo on how to deal with scofflaws such as these. To wit, the reaction by Colorado-Boulder officials who sprayed them down with water from a sprinkler system a few years back. Although some among the assembled may have experienced the dousing as oppressive--after all, it might almost constitute a bath if one were to get wet enough--for most, the occasion was likely viewed as a welcome respite from an otherwise hot day.

Though I tend to agree with those who claim pot has very little negative health effect upon its users, it does appear to have rather serious consequences for cognitive function, which would normally be, ya know, a problem at a college. Indeed, at the big Boulder smoke-out in 2008, white users demonstrated a drug-induced vapidity that would be viewed as culturally pathological were it exhibited by students of color. So, for instance, despite CU Boulder being a highly selective university, they managed to admit the likes of Emily Benson, who told a reporter she actually came to the school "for the weed atmosphere," and to be part of the pot legalization movement. Not for an education, mind you, but to get high. And for this, she took a spot that could have been given to a hard-working black or brown kid instead, or a working class white kid for that matter with more serious daily concerns than the munchies. Call it, stoner affirmative action: a form of preferential treatment extended to many of the whites at Boulder apparently, including one young woman who expressed her disappointment upon learning that the cookies and muffins being handed out by one of her classmates at the 4/20 fest weren't "magical," as in, filled with even more of the drugs she had already ingested. Bummer: now she'll have to make do with that one blunt and some Adderall. How will she survive such an indignity as this?

Meanwhile, as the aforementioned Ms. Benson (from the Kansas City area, and whose parents must be so proud of her) indulges her habit, and as thousands of her white classmates do too--many of them styling each other's hair in dreadlocks, because nothing goes better with white privilege than cultural appropriation--it is students of color who continue to be told they are the unqualified ones, that they are the ones who are unjustly taking up space at elite schools, that their acceptance into such places is "lowering standards" and cheapening the value of a college degree.

The irony of it all couldn't be more perfect: a bunch of white college students clamoring for the legalization of pot, not realizing that for them it already is, in effect, legal. If they really wanted to see the laws change, they would be out demanding an end to the racist and classist war on drugs. They would be engaged in advocacy, not bong hits, the latter of which make the former exceedingly difficult. In fact, the only way the nation's drug laws are likely to change--for everyone--would be if the jails and prisons came to be flooded with bodies that looked a lot like the ones in the meadow at UC Santa Cruz and on the quad at CU Boulder. Only if whites start getting locked up will sufficient pressure be brought to bear to liberalize drug laws. As long as the ones being locked up are black and brown, the very same whites whose kids are blazing up (with taxpayer support, via student loans no less), will say nothing. Perhaps if their little bundles of THC started getting sent to the joint (as in, the penitentiary, not the other kind), things would change. But don't expect any of the weed warriors at the 420 events to volunteer for that kind of thing. Their commitment isn't to social change, after all. It's to getting high, to self-indulgence, to their own narcissism.

This is perhaps the most blatant example of white privilege imaginable: the ability to do what you want, when you want, without fear of consequence, and then to have that behavior deemed largely harmless, even when, for others, it would be viewed as dysfunctional, destructive, and evidence of a profound cultural flaw.

Well it's time to flip the script on all that; time to note that it isn't the culture of black and brown youth, or working class youth (of whatever color), that needs changing. They aren't the problem. They aren't the ones with inverted value systems. They aren't the ones whose presence on campus is the problem. It's some among the ones with money and insufficient melanin who are the problem. And it's time we treated them like one, especially when, by their behavior, they literally beg us to do so.

05.18.2009 – New York: A report released today by the Applied Research Center (ARC), a racial justice think-tank, finds that an inclusive and equitable national economic recovery will require that the country address deep patterns of racial discrimination and disparities. The report, titled “Race and Recession: How Inequity Rigged the Economy and How to Change the Rules" found that numerous policies and institutional practices that create racial inequity are among the root causes of the subprime mortgage crisis and economic downturn. While several economists and analysts have focused on the “what” and “how” questions behind the current recession, an in-depth analysis of income, unemployment, foreclosures, and public benefits brings the largely overlooked “who” into the analysis: Who were predatory loans targeted towards? Which Americans are losing jobs?

The current crisis has brought soaring national unemployment rates, record foreclosure filings, and record lows in the stock market, with global repercussions. However, the most bruising effects have been unevenly distributed - overwhelmingly to people of color.

The report examines systemic patterns of racial inequality, including unemployment levels for people of color, which are consistently higher than those of whites and considerably higher during recessionary times. In March of this year, when unemployment reached 8.5% nationally, 13.3% of Black workers and 11.4% of Latinos were out of work, compared to only 7.9% of whites. In contrast, Black unemployment has dipped below 8% only once since 1973.

Sizeable income gaps between people of color and whites also still persist. Seth Wessler, the report’s author and lead investigator, explains that “Racial disparities in income leave communities of color making about 60 cents for every dollar earned by whites. This huge difference is a direct result of institutional policies and practices that collectively block people of color from opportunity.”

ARC’s analysis of the housing crisis also demonstrates that communities of color were disproportionately saddled with subprime loans at very high rates. Wessler says “The cumulative effects of historic and current housing discrimination – including restrictive racial covenants, redlining and neighborhood segregation – have left people of color with less equity and access to credit, making them prime targets for largely unregulated predatory lending practices.” High-cost loans were aggressively marketed in communities of color.” Yet, Wessler says, most troubling is that “many who could have qualified for prime loans were sold high-cost loans instead – 35 % of subprime loans were sold to people who could have qualified for a traditional, fixed rate, prime loan. And clearly, subprime loans were responsible for the crash.”

ARC’s Executive Director, Rinku Sen, says “This study reveals that a healthy economy requires explicit attention to ensuring racial equity in our public and private institutions. Thankfully, there are many clear solutions to move us toward fair policies and shared prosperity.”

The report recommends the use of Racial Equity Impact Assessments, modernization of the Community Reinvestment Act, a moratorium on foreclosures, a lifting of time limits in Temporary Aid for Needy Families, expunging past criminal records, protections for immigrants, passing the Employee Free Choice Act, raising the minimum wage, establishing universal healthcare and the full enforcement of anti-discrimination laws.

I sure glad that this did not happen in Venice. We are a time bomb just waiting to happen out here. The local residents have been trying to get an Overnight Parking ban put in force but somehow it was shot down by the California Coastal Commission as denying access to the beach and too political to get involved with. So we have over 150 old trucks and campers filled with parole dodgers, petty criminals, and drug dealing crackheads who dump their holding tanks in gardens and in the street and throwing needles, condoms and garbage in the streets, while yelling "Die Yuppy scum" to residents as they drive home. Jaycee Dugard kidnap suspect says a 'disgusting thing' took place.

The convicted sex offender accused of snatching Jaycee Lee Dugard from a South Lake Tahoe street 18 years ago, then fathering her two children, told a Sacramento television station that "a digusting thing'' took place but that his life has "been straightened out.''

Phillip Garrido told KCRA 3 in a telephone interview that "you are going to be completely impressed'' when more details of what took place are revealed.

"It's a disgusting thing that took place with me at the beginning,'' he told the TV station. "But I turned my life completely around and to be able to understand that, you have to start there."

Garrido, who was arrested along with his wife Nancy, said his business, God's Desire, has "kept me busy the last several years.''

"And you're going to find the most powerful story coming from the witness, the victim -- you wait,'' he told the station. "If you take this a step at a time, you're going to fall over backwards and in the end, you're going to find the most powerful heart-warming story."

This morning, Dugard's stepfather, who witnessed her abduction and was a longtime suspect in the case, said he was overwhelmed by the news after doing everything he could to help find the girl.

"It broke my marriage up. I've gone through hell, I mean I'm a suspect up until yesterday," a tearful Carl Probyn, 60, told The Associated Press at his home in Orange, Calif.

spoke to his wife late Thursday after she reunited with Dugard and everyone was "doing great."

"I think they're pretty happy," he said, noting six people were together at the reunion — Jaycee Dugard, her two daughters, her sister, mother and another relative.

In interviews on NBC, ABC and CBS Friday morning, Probyn said the most surprising thing to his wife was that Jaycee looks very young, almost like she did when she taken.

Probyn also said Dugard felt terribly guilty for bonding with her captor, and her family felt troubled by learning the facts of how she was forced to live for 18 years.

Dugard became the poster child for missing children when she was snatched from the street just blocks from her home near South Lake Tahoe in 1991, a blond, blue-eyed 11-year-old in a pink top and pink pants, walking to a bus stop to get to school on a warm June morning.

Eighteen years later, she Dugard surfaced with Girrido, 58, a convicted sex offender who police say took her all those years ago and forced the now-grown woman to live in a backyard shed and tents in Antioch and bear two of his children.

El Dorado County authorities booked Garrido and his wife into El Dorado County
Jail on Thursday afternoon on kidnapping and sex abuse charges.

Dugard and her two daughters lived in an elaborate backyard compound of sheds, tents and outbuildings with outside locks — one soundproofed. Hidden behind a fence, trees and tarps, they were undetectable even to the parole agents charged with checking on Garrido, a registered sex offender, authorities said.

They had rudimentary, camplike bath facilities. Power was supplied by electrical cord.

"None of the children had ever gone to school or been to a doctor," said El Dorado County Undersheriff Fred Kollar, who fought back tears as he announced the discovery. "They were kept in complete isolation."

The unusual chain of events that led to the discovery of Dugard with Garrido began Tuesday, when he tried to enter the campus at the University of California-Berkeley to pass out religious literature. He had tried before, and campus police were familiar with his previous attempts to secure a permit for an unspecified event at People's Park, officials said.

He had brought the children police say he fathered with Dugard to the campus with him, and their lifetime of seclusion at Garrido's two-acre Antioch property showed up in the way they acted. When the young girls would not — or could not — make eye contact with the campus police officer who questioned him, Garrido's parole agent was contacted. The parole agent summoned Garrido to a meeting at his Concord office Wednesday.

Garrido arrived for that meeting with his wife, the two girls and another woman who identified herself as "Allissa."

During questioning, the parole agent called Concord police to help identify the girls and the unknown woman, who he had never seen during previous visits to Garrido's home. Authorities say they soon learned that the woman was Dugard and that Garrido had kidnapped her.

"He eventually admitted to the abduction of Jaycee Dugard," said corrections department Undersecretary Scott Kernan.

Dugard and her two daughters, ages 15 and 11, spent most of their lives in the hidden backyard, Kollar said.

"You could walk through the backyard ... and never know there was another set of living circumstances," Kollar said.

A couple of neighbors had grown suspicious through the years and called police on at least one occasion. One of those neighbors, Damon Robinson, said he thought Garrido had seemed "weird" and was convinced there were people living in Garrido's backyard, including three young girls.

Robinson said he called authorities to investigate what was going on at the Garridos but said nothing came of the sheriff's visit.

Neighbors had no reason to wonder whether Dugard was one of the people living in Garrido's backyard and said they never saw anyone who looked like her photo there.

One of several high-profile kidnappings in the late 1980s and early 1990s, Dugard's disappearance devastated Probyn and his wife, who later separated. For the first 10 years, Probyn said, his wife would take a week off work at Christmas and on the anniversary of the abduction and spend the time crying at home.

The case attracted national attention and was featured on TV's "America's Most Wanted," which broadcast a composite drawing of a suspect seen in the car. Many assumed Dugard was one of the missing children who would never be coming home.

The case is similar to one in Austria, where a father kidnapped his 19-year-old daughter and kept her as a sex slave in a cellar for 24 years, fathering seven children with her before that case broke last year. In 2002, 14-year-old Elizabeth Smart surfaced alive in Utah after being kept by Brian David Mitchell and Wanda Ileen Barzee for nine months only 18 miles from her Salt Lake City home.

But kidnappings don't always turn out that way, and missing children and adult fliers regularly arrive in the daily mail, including one about Dugard that went out about a year ago, according to a childhood friend.

The odds of finding the child usually are even less when the kidnapper is a convicted sex offender.

Garrido had served time for kidnapping a woman in the Lake Tahoe area in 1976 and driving her to Reno, where he sexually assaulted her. He was given a 50-year federal sentence and a five-years-to-life sentence to be served concurrently. He was paroled in Nevada in 1988.

On Thursday, Garrido was booked on charges including kidnapping, conspiracy, rape and committing lewd acts with a minor. Nancy Garrido is accused of kidnapping and conspiracy. Both are being held in lieu of $1 million bail.

In an interview with KCRA-TV in Sacramento, Garrido said that the kidnapping may have been disgusting, but he has turned his life around.

"Wait until you hear the story of what took place at this house," he said. "You are going to be completely impressed. It's a disgusting thing that took place with me at the beginning. But I turned my life completely around, and to be able to understand that, you have to start there."

Turning his life around kept him busy for "the last several years,'' Garrido said, adding the big surprise will come from Dugard.

"You're going to find the most powerful story coming from the witness, the victim — you wait. If you take this a step at a time, you're going to fall over backwards and in the end, you're going to find the most powerful heartwarming story.'' he said.
