Correction below: Alleged murderer Espinoza was released from jail by the Los Angeles County Sheriff's Department, not the LAPD.

Update: The LA City Council has approved the giant electronic billboard on the 10 Freeway by a vote of 13-1 with only Jack Weiss opposing. It will go before the council again next week for a final vote.

Woo-whee, the testimony was riveting this morning before the Los Angeles City Council when a group of black residents pleaded with the 15 elected council members to rescind Special Order 40, the longtime local rule protecting illegal immigrants from arrest by the LAPD.

The black residents are seeking a decision by the council to enact the so-called Jamiel's Law, named after Jamiel Shaw, a promising and law-abiding 17-year-old high school student allegedly shot by an illegal immigrant, 18th Street Gang member Pedro Espinoza. The noxious Espinoza, who has a massively long rap sheet, was arrested by cops in Culver City, and then released by Los Angeles County Sheriff's Department jailers, shortly before he allegedly murdered Jamiel.

Jamiel's family members cried openly in the ornate Council Chambers, asking the council to allow cops to check on the illegal status of people like Espinoza so they can be deported rather than released.

Council President Eric Garcetti couldn't change the subject fast enough -- to a plan to force even more obnoxious billboards on Angelenos.

It was amazing to watch Garcetti drop the Special Order 40 topic like a hot rock to move onto something much closer to the council's heart: a plan to hand another big reward to Clear Channel, which has for years defied the City Council in refusing to remove its hundreds -- and possibly thousands -- of illegal billboards now blighting Los Angeles streets.

In yet another reward for Clear Channel's lawlessness, this time it's a plan by Councilwoman Jan Perry to give the media conglomerate a seven-story-tall, ultra-bright, super-mega-billboard on the 10 Freeway some say will be so obnoxiously bright that residents living up to 25 blocks away will be able to see it -- through drawn window shades.

Speaking against the plan today was Council Member Jack Weiss, one of the very few elected leaders who seems not to fear the litigious Clear Channel. By contrast, Perry was quickly joined by Councilman Tom La Bonge in singing the praises of the Gigantonormous Billboard. Not only will millions of commuters and other motorists be forced to look at it for miles along the 10 Freeway, but it will probably be one of those overpowering light sources you can see from airplanes and satellites.

In return for letting Clear Channel pull in a tidy fortune from a precedent-setting massive freeway billboard, an area in South L.A. will get a park. Critics at the council meeting this morning couldn't help but note that this "deal" had the feel of a Clear Channel shakedown: dangle a local park for poor people in front of Perry, La Bonge and the others, and then harass millions of people with a billboard that fits Vegas, but is all wrong for L.A.

Check out what Clear Channel is really up to here. They and their pricey lawyers have yet to provide a real list of their existing illegal and legal billboards to the Department of Building and Safety, or to City Attorney Rocky Delgadillo, or to anyone else.

What can one say when even Bernard Parks has a family member killed because of gangs and yet... Nothing it seems, moves these people to protect the innocent. Nothing! All the black politicians do is what they think is good for them, and the writers like Earl Ofari Hutchinson are stuck in some 1960's time warp, still blaming whites for everything that befalls the black community. It's all madness!

Jill, you're absolutely right, and I hope you develop a bigger story on this. Unbelievable to watch the sheer stupidity of the entire City Council, except Jack Weiss, as they bought lock-stock-and-barrel, ClearChannel/CBS's shady parks-for-westside-billboards deal, as presented by Jan Perry and Ed Reyes. As the opponents said, the two issues should have been unbundled, and only the utter incompetence of Rocky Delgadillo has allowed the city and MTA to get into this mess. But not a single one of the other Council members could see the logic of this, or that ClearChannel/CBS was already refusing to take down its illegal billboards and laughing all the way to the bank. Sure, they can "donate" some bucks for a park from the money they're stiffing the city. As you note, TomLaBong made a total fool of himself for praising the generosity of ClearChannel, and even Rosendahl -- whose CD11 is the other one, in addition to Weiss's CD5, being targeted by ClearChannel for its illegal, digital billboards -- jumped on board with Perry/Reyes, seeing it an issue of "social justice." You know that the other ultra libs, Garcetti (who's supposed to be smart) and Hahn would do the same, and Huizar, Alarcon and Cardenas, Parks and Wesson, are always in a clique opposed to anything favored by the westside or Valley. (Even one of the women there to speak for Jamiel's Law quickly jumped onto the Perry/Reyes bandwagon, arguing that the park in question was exactly the kind of "social justice" Jamiel's death demanded.) But what about Zine and Smith? Too gutless or too dumb to vote for reason and the law they always claim to value? How STUPID are these people?

This is the country that over 40 years ago put a man on the moon and here we are "accepting" this kind of behavior from our "representatives" on the city council? I say just vote them out! KansasGirl, you're right. But don't be too hard on the California citizens that have remained in the State. We are now overwhelmed by both reconquista hispanic politicians who see illegal aliens as their ticket to power,(we know this from their own statements)and they encourage more and more of it. The real cowards are all those who have left this beautiful state, like the sheep they are. Indeed, many of these people paid taxes their whole lives for the colleges, universities, community colleges, schools, highways,etc. etc. and yet, cowardly took flight, looking for some paradise. Unfortunately that is the whole problem with the citizens in this nation. What's in it for me? And that attitude will be our ruination. Everyone knows that neither McCain, Hillary, or Obama, deserve to be President.

California is on the brink of a civil war that will be called "civil unrest", or "gang violence", or other PC euphemisms. There are more than a few good men (and women) here in this state who will form the American Resistance. This may sound a little extreme until you look deeper and see the iceberg beneath the surface. Not only are the gangs growing in power, but they are comprised mostly of illegal aliens and their children. Now they are feuding for turf not just in Los Angeles but along the smuggling routes on the border and in the inland counties. Law enforcement believes that the Tijuana Drug Cartel is responsible for the murder of an Ontario man up here less than 2 miles from Lake Arrowhead. Given the extraordinary cost of entitlements and California's perennial budget deficit, it will only be a matter of time before something ignites the tensions that run on multiple fault lines. Just make sure you prepare yourself and your family for some rough riding ahead!

The best way to deal with the wider issue of illegal immigration is to publicly discredit those who oppose enforcement by asking them real questions, then uploading their responses to video sharing sites. The only L.A. politician that would be useful against is Villar since the others are nobodies. Even better would be someone like Obama. For instance, you could ask him why he recently lied about Lou Dobbs. If major politicians are discredited using this issue, it will trickle down to nobodies like Garcetti.

Bobby is right, that the way the Councilmembers, especially Alarcon, maneuvered the situation, it was to end up making it look like the whites are responsible for all these tensions (as usual, 60's time warp for sure), and then somehow, by segueing into the Billboard issue, which was presented as inner city vs. callously shallow "aesthetics on the westside," as one woman put it, the westside whites were somehow the enemy in the whole thing. -- Jan Perry was very toned down today vs. her usual rants against the westside, but that's been her and Reyes' take on the whole thing, as expressed in PLUM and earlier Council meetings. There was a glimpse of that today when she lashed out at someone who spoke in PLUM of the usual "dog and pony show she and her supporters trotted out to make their case: she said something about, "what kind of people call their fellow human beings dogs and ponies, what kinds of people refer to other people that way." What an idiot: this is obviously a common, inoffensive reference, but she blew it way up to reflect HER bias in the matter. NONE of the other idiots except Weiss, not even Rosendahl, had researched the issue at all before voting on it today, leaving ClearChannel the sole winner as a shakedown artist who managed to depict some westsiders as demons.
-- The Council was clearly happy to leave the issue of Jamiel's Law mired in this, and to put a "happy face" on the whole thing, so they could now feel good about how marvelously munificent they were in approving this park, damn the details. By ending up pitting supporters of Jamiel's Law AND the Hispanic community against the mostly white and Asian opponents, they tried to make themselves look like the good guys at the expense of some sincere community volunteers. While nothing has been done about the killings and illegal criminals except to pretend that spending millions on another park will make the difference.

I am a naturalized U.S. citizen of Mexican birth. Who the hell is the city council protecting? Do illegal immigrant gangbangers turn out at the polls every election cycle? Ask any WORKING class Mexican what the authorities should do with criminal aliens and they will tell you "duh" throw them out of the country.
This is an outrage. Is the mayor getting kickbacks from the 18th street gang? Enough is enough. I am fed up with my voice getting usurped by fringe political groups that do not represent me or the majority of Latinos.

Doesn't a billboard of that type violate FEDERAL regulations? The 10 is an Interstate HWY. Subject to Federal rules and regulations, Billboards next to a Interstate HWY used to be illegal. When did this change?

Rich, we are checking on the legal maneuver by the City Council to put this seven-story tall, ultra-bright video billboard on the Santa Monica Freeway (the 10). A federal loophole allows cities to declare certain spots on protected federal freeways as special billboard zones. We're looking into how Perry, LaBonge, Garcetti and the rest applied this loophole in a curious way to reward Clear Channel with what appears to be the most invasive public advertising ever permitted in Los Angeles history.

Jill, glad to hear you're looking into the legality of the situation, and whether Garcetti, Perry, Reyes knowingly manipulated the "loophole" or are they just as dhkk and pompously self-righteous as they sound? (Latter two, anyway?) Scary how no one else in the media seems to see how ClearChannel/CBS manipulated this whole perverse drama, and came out looking like some benefactor at the expense of the "benevolent" billboard company. One speaker said ClearChannel is stiffing the city many millions a year even as it's suing the MTA/ taxpayers, on an apparently groundless premise, of having its month-to-month lease on Santa Monica Blvd. terminated -- do you have a more precise estimate? It's so unsettling that Perry/Reyes got the rest of the Council except Weiss to see it their way: benevolent ClearChannel/CBS helping the poor put in a park, which selfish, greedy Westsiders were preventing. Maybe if the whole situation were explained at a 3rd-grade level, they'd get it.

Well there should be this one: there is no excuse for illegal gang members. Lets hope the new JAMIEL law gets passed tomorrow! I dont see how our Mayor can avoid signing this, given this horrible crime and a pile of evidence of gang activity. And if the law passes my question is why only in 2008? Why not 10 or 20 years ago, saving hundreds of lives?

In the rush to take sides in the debate about Jamiel's law and illegal immigration, people seem to have forgotten that a basic principle of our system of justice is the presumption of innocence. Until the person arrested for the murder of Jamiel Shaw is tried and convicted, there is no legal basis for saying that the murder was committed by an illegal immigrant.
