29-Year-Old Pedestrian Fatally Struck in Hit-and-Run Collision near North Sullivan Street

SANTA ANA, CA (May 2, 2024)Luis Ibarra was arrested early Thursday, and Joseph Alton was killed in a pedestrian crash on West 1st and North Sullivan Street. The incident occurred at approximately 4:30 a.m., on April 25th.
After initial inquiries, authorities found that Luis Duarte Ibarra was driving west on 1st Street when he collided with Alton. Following the collision, Ibarra continued driving in the same direction. Emergency medical responders arrived and discovered Alton, aged 29 and from Buena Park, unconscious at the intersection. Due to the severity of his injuries, responders later declared him deceased at the scene. Law enforcement eventually located and apprehended 51-year-old Ibarra, a resident of Santa Ana, charging him with felony hit-and-run. Additionally, his vehicle was seized as evidence. The involvement of alcohol or drugs in the accident remains uncertain. Further investigation into the incident is being conducted by the Santa Ana Police Department Collision Investigation Unit.
